RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ACCEPTING THE RECOMMENDATION OF THE BOARD OF
APPEALS IN OPPOSING U. S. SENATE BILL 1859 AND HOUSE
OF REPRESENTATIVES BILL 8393
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Board of Appeals of the City of Chula Vista has
recommended that the City Council oppose the adoption of SB 1859 and
HRB 8393, which would establish uniform federal building regulations
relative to construction of dwellings and apartment houses and imposing
a mandatory requirement upon cities to enforce said federal regulations,
and
WHEREAS, said bills would deny the cities any voice in esta-
blishing appropriate building code regulations dependent upon local
conditions, and
WHEREAS, the ability to change and approve new materials and
new construction methods would become impossible under the weight of
the federal bureaucracy.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby oppose SB 1859 and HRB 8393 as an
unwarranted and unwise encroachment of the federal government into
locally controlled activities and urges their defeat.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and she is hereby authorized and directed to forward
certified copies of this resolution to Senators Alan Cranston and
John Tunney and Congressmen Lionel Van Deerlin and Bob Wilson.

RESOLUTION NO. 35
RESOLUTION OF THE CITY BOARD OF APPEALS RECOMMENDING
TO THE CITY COUNCIL PASSAGE OF A RESOLUTION OPPOSING
U. S. SENATE BILL 1859 AND HOUSE OF REPRESENTATIVES
BILL 8393.
The following are the reasons the Board of Appeals requests the
City Council action:
1. S.B. 1859 and H.R. 8393 would be further encroachment by the
Federal Government into local enterprise.
2. The Bills would establish Federal regulations covering building
construction for dwellings and apartment houses making it mandatory that
the City enforce Federal regulations.
3. The City would have no voice in establishing building regulations.
4. Approval of new materials and construction methods would become
bogged down in the Federal bureaucracy.
Based on the above items and to prevent further Federal encroachment
into local government, the Board of Appeals recommends to the City Council
the passage of a Council Resolution opposing S. B. 1859 and H. R. 8393.
