HomeMy WebLinkAboutReso 1971-6106i RESOLUTION NO. 6106 RESOLUTION OF THE CITY COUNCIL OF TIIE CITY OF CHULA VISTA URGING THAT THE SENATE OF THE STATE OF CALIFORNIA AND THE GOVERNOR OF THE STATE OF CALIFORNIA PASS AND SIGN AB 813 RELATING TO NEW ANNEXATION PROCEDURES AND RECODIFICATION OF EXISTING ANNEXATION LAWS The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the League of California Cities has worked for many years preparing much needed and long overdue legislation revising and recodifying antiquated annexation laws of the State of California, and WHEREAS, the Assembly Subcommittee on Annexation of the Assembly Committee on Local Government has through its Technical Committee has been for many months in a similar endeavor, and WHEREAS, the City of Chula Vista has repeatedly urged prompt action in the drastic revision of said outdated annexation laws in the State of California to meet the modern needs of the growing urban com- munity, and WHEREAS, the City Council of the City of Chula Vista has on many occasions directed that various City officials appear before the Assembly Subcommittee on Annexation to voice our strong endorsement of said changes in the annexation laws, and WHEREAS, the final product coming from the Assembly, AB 813, appears to be the only amendment to existing annexation laws acceptable to the Assembly although said amendment does not really reach the heart of the problem of growing urban California, and WHEREAS, the City of Chula Vista has strongly supported AB 813,and WHEREAS, said bill is presently being considered by the Senate Committee on Local Government, and WHEREAS, it is noted that there is strong inclination in the Senate to significantly change the amendment as approved by the Assembly, and WHEREAS, the proposed changes in AB 813 are strongly opposed by the City of Chula Vista. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby reiterate its strong support of AB 813 and urges its adoption by the Senate of the State of California in substantially the same form as approved by the Assembly without those modifications that will nullify this first progressive bill in the annexation laws of the State of California in more than fifty years, and further urges that the Governor o.f the State of California, the Honorable Ronald Reagan, sign such legis- lation in substantially the same form as approved by the Assembly of the State of California. BE IT FURTHER RESOLVED that the City Clerk be, and she is hereby authorized and directed to forward certified copies of this resolution to Senators Jim Mills, Jack Schrade, Clair Burgener and all members of the Senate Committee on Local Government.
