SUMMARY
Since its inception in 2005, the Chula Vista Public Library Foundaton has been raising
funds for library service on Chula Vista, especially for the underserved east side. They aze
now contributing $50,000 toward construction and furnishing of the new storefront library
outlet at the Dray Ranch Town Center. Today's action asks the City Council to appropriate
the donated funds.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity,
appropriating donation from the Chula Vista Public Library Foundation to support the
construction and furnishing of the new storefront library outlet at the Otay Ranch Town
Center, for compliance with the California Environmental Quality Act (CEQA) and has
determined that the activity is not a "Project" as defined under Section 15378 of the State
CEQA Guidelines because the activity is appropriating funds for educational
reimbursement only, therefore, pursuant to Section 15060 (c)(3) of the State CEQA
Guidelines the activity is not subject to CEQA

RECOMMENDATION
Council accepts the donation and appropriates the funds.
BOARDS/COMMISSION RECOMMENDATION
The Library Director discussed and reviewed the proposed donation with the Board of
Library Trustees at its most recent meeting on November 16, 2011. The Board took no
formal action but comments were supportive.
DISCUSSION
Council action on July 19, 2011, approved a lease between the City of Chula Vista and
General Growth Properties-Otay Ranch, L.T., parent company of Otay Ranch Town
Center. The lease agreement offered a 3 to 5 year lease on 3400 square feet of retail space
at $1 a year, along with other favorable considerations, in order to permit the City of
Chula Vista to open a storefront library branch there. Otay Ranch is providing a basic
space. The City is using grant funds plus community donations to create and equip a
library interior.
The Chula Vista Public Librazy Foundation has been raising money for library service for
the past 6 years, primarily via its annual fundraising event, with a particular interest in
library service for the underserved eastern side of Chula Vista. Their hazd work has
resulted in the $50,000 being considered for appropriation today.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property
holdings within 500 feet of the boundaries of the property which is the subject of this
action.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of $50,000 to the
Library Department to support the construction and furnishing of the Otay Ranch
storefront library branch at the Otay Ranch Town Center. The Chula Vista Public
Library Foundation is the source of funding; therefore, there is no fiscal impact to the
City.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting this donation.

NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby accept $50,000 raised by the Chula Vista Public Library Foundation to help furnish
and equip the Otay Ranch Branch Library, and appropriate the donation to the Library
Department's Capital expense budget.
