RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING A COUNCIL POLICY
REGARDING BUFF-A-BLOCK PROGRAM AND
ESTABLISHING GUIDELINES
WHEREAS, in 2008, the Public Works Deparhnent staff created a program called "Buff-
A-Block" whereby residents, business, students, non-political organizations, corporations,
schools and volunteer groups could participate in the eradication of graffiti and trash pick up in
their neighborhoods and surrounding areas; and
WHEREAS, this program is designed to promote civic responsibility, community spirit
and camaraderie and give school children an understanding of community responsibility and
respect of the environment by volunteering and committing to remove graffiti on public as well
as private property; and
WHEREAS, the existing Buff-A-Block Program will allow non-political organizations,
corporations, schools and volunteer groups to participants in maintaining and enhancing Chula
Vista's neighborhoods.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby establish and adopt Council Policy No. 580-02 regarding Buff-A-Block
Program. A copy of this Policy is attached hereto and by reference made a part of this
Resolution.

BACKGROUND
• Established in 2008 to allow non-political organizations, corporations, schools,
residents and groups to participate in maintaining and enhancing City of Chula
Vista's neighborhoods and community by removing graffiti.
• The Graffiti Buff-A-Block Program functions in the same fashion as the Adopt-A-
Park Program.
• It is a group effort on behalf of community residents to commit to "adopting" a
particulaz location and ensuring it remains clean and free of graffiti.
• Is designed to be fun and educational, to promote civic responsibility, community
spirit and camaraderie, and to provide an opportunity to accomplish something
positive.
• Is designed to give our school children an understanding of community
responsibility and respect for the environment.
• Is designed to help school children earn community service hours by helping and
cleaning the environment.
• Removal locations can be on public or private property and can range from a single
structure, or an azea of one or multiple blocks. If on private property, the Public
Works Department has to be notifed and is responsible for getting approval and
consent from the resident or business.
• It is designed to operate with a minimum of red tape and with minimum supervision
from the Public Works Department.
• The program is designed for volunteers to commit, and remove graffiti as soon as
possible.
• Is designed to allow citizens to work responsibly at their own convenience.
PROGRAM DETAILS
POLICY
• All participants agree to eradicate (buff) graffiti in their designated block(s) or
structure(s) for a contracted period of time.
• Pazticipants clean up all of the graffiti except for pressure washing and color
matching. The Public Works Department shall be notified of these areas that need
these services.
• The Public Works Department will provide free graffiti removal supplies.

BUFFABLE BLOCKS
The Buff-A-Block Program applies to any block(s) and/or structure(s) in participant's neighborhood.
Participants shall notify the Public Works Department prior to conducting a clean up. All private
property will need a consent form signed before work can be performed. The Public Works
Department should be notified and will be responsible for obtaining a consent form from
resident/business.
SAFETY
Buff-A-Block Program participants' safety is always the utmost concern of the Public Works
Department. The Buff-A-Block Program is designed so that common sense safety will prevail.
Participants beaz individual responsibility for personal safety and appropriate behavior when working.
Group and individual liability waivers aze required. These waivers aze to agree not to hold the City of
Chula Vista liable for injuries or property damages arising from any negligent action or non
conformance with these safety requirements. Waivers for minors must be signed by their parent or
legal guazdian in order to participate.
Participants will work without a direct supervisor from the Public Works Department staff. Groups
aze required to have at least one adult supervisor for every 10 minors.
Group leaders are responsible for conducting safety briefings for all participants prior to each cleanup
event.
Safety topics should include:
• Weazing proper safety geaz and appropriate clothing
• Stay away from traffic
• Be alert at all times
• Do not work when weather is poor
• Do not touch potentially toxic substances
• Do not confrorit taggers
• Staying away from jagged objects, snakes or other hazards

GUIDELINES
1. Buff-A-Block requires an application.
2. Any group containing personnel under 18 years of age must have adequate adult supervision.
A minimum ratio of one adult for each 10 participants under 18 yeazs of age is required.
3. No work shall be performed under adverse weather conditions (i.e. rain, wind, etc).
4. Groups shall notify the Public Works Department 48 hours prior to conducting a clean up.
5. Groups will receive confirmation from the Public Works Department when consent forms
have been obtained prior to conducting a clean up on private property.
6. Groups shall agree to sign a liability waiver release.
7. Group leaders aze responsible for conducting safety briefing for all participants prior to each
clean up event.
