RESOLUTION NO. 6325
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING CERTAIN PUBLIC POLICI'
POSITIONS AS RECOMMENDED IN THE CHULA VISTA
BAYFRONT STUDY PRELIMINARY ANALYSIS
The City Council of_ the City of Chula Vista does hereby
resolve as .follows:
WHEREAS, the City Council of the City of Chula Vista has
met in joint session with the San Diego Unified Port District
Commission on Tuesday, January 18, 1972, to consider the state-
ment of public policy for the development of the Chula Vista
Bayfront Area as contained in the Chula Vista Bayfront Study
Preliminary Analysis, and
WHEREAS, as a result of. said meeting, the Planning
Directors of the City of Chula Vista and the San Diego Unified
Port District were authorized and directed to modify said public
policies in accord with the actions of their respective council
and commission, and
WHEREAS, the following public policy statements have
been so modified to read as follows:
A. Any marshlands determined to be of high ecological
value should be preserved in their natural state and
all new development, whether roadways, buildings, or
other structures, should be carefully located and
designed to promote this end. Where it can be deter-
mined that some filling and dredging is required to
accommodate a viable plan, it will be considered.
B. Public use and enjoyment of the shoreline areas
should be promoted and protected. Public pedestrian
access should be provided along the Bay shoreline and
along the edges of_ the Sweetwater River Marsh, with
the understanding that an occasional use requiring
waterfront access may not tolerate interruption by
pedestrians or bicyclists.
C. Good pedestrian and vehicular access should be
created between the Bayfront and those areas of the
City east of the freeway.
D. Primary uses to be considered for the study area
should be limited to public recreation, commercial
activities such as hotels, motels and restaurants,
and compatible water-related industrial activities
when determined to be of substantial public benefit.
E. Retail development which would be directly
competitive with existing or proposed sub-regional
and regional shopping center facilities elsewhere
in Chula Vista should not be permitted within the area.

F. Where not cAisallowed by State Tideland Grant
provisions, limited residential developments, based
on sound market analysis, may be considered to
assist in providing a wider selection of housing
types and environments in the San Diego area.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt those certain public
policies as set forth hereinabove to guide the development of
the Chula. Vista Bayfront Area.
BE IT FURTHER RESOLVED that the City Council also
reaffirms its decision to participate in the extension of Tide-
lands Avenue northerly and its connection with Route #54 and
I--S in accordance with currently adopted plans. The precise
alignment of Tidelands Avenue between "G" Street and Route #54
shall be restudied anc~ may be realigned to conform to the land
use plan recommended by Sedway/Cooke and ultimately adopted by
the City Council and Port District.
BE IT FURTHER RESOLVED that the City Clerk be, and
she is hereby authorized and directed to forward certified copies
of this Resolution to the City o.f. San Diego, City of National City,
San Diego Unified Port District, and the County Planning Organization.
