HomeMy WebLinkAboutReso 1972-6309v RESOLUTION N0. 6309 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ENDORSING IN COPdCEPT THE RECOMMENDATIONS OF THE ENVIRONMENTAL CONTROL COMMISSION REGARDING A COUNTY-WIDE HOLDING CAPABILITY STUDY AND URGING THE BOARD OF SUPERVISORS TO CONSIDER RETAINIPdG ALL AGRICULTURAL LANDS IN SAID ZONE UNTIL SAID STUDY IS CONSPLETED The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Environmental Control Commission and a citizens' group, known as "Lesser San Diego'°, appealed to the Planning Commission on November 22, 1971 to institute a moratorium on development in the county until a so called holding capability study was undertaken for the entire San Diego County, and WHEREAS, the Planning Commission has recommended to the City Council that no total moratorium on planning and build- ing be considered until further information is available to substantiate the need for such a study, and WHEREAS, the City Council has heretofore considered this proposal and other ramifications of growth in San Diego County at its meeting of Tuesday, December 7, 1971, and WHEREAS, the City Council, as a result of said consideration, has indicated their recognition of the problems of continued expansion and growth without regard to environmental impact and proper public facilities of all kinds necessary to support increased population, and WHEREAS, the City Council has directed that this resolution be prepared endorsing in concept the following proposals: 1. That CPO forthwith adopt policies which would afford greater environmental protection until such time as a thorough study of environmental impact has been completed. 2. That the Board of Supervisors be requested to give consideration to a program of retaining existing agriculturally zoned lands in said zoning until appropriate studies have been completed for the entire county. 3. That the State Legislature be urged to modify existing assessment practices which tend to encourage and promote development on the periphery of existing municipalities, and even in those areas which are difficult to serve and far removed from the existing develop- ed public facilities, and to discourage development and redevelopment of the central City areas, and WHEREAS, it is understood herein and urged upon the respective the support of a blanket moratorium but a request to take such steps to that has occurred in the past. that the programs endorsed bodies does not contemplate on growth and development, prevent the type of growth -1- i NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the City Council does hereby urge the programs set forth hereinabove for the reasons given, and urge prompt consideration and action by the CPO, the Board of Supervisors and the State Legislature. BE IT FURTHER RESOLVED that the City Clerk be, and she is hereby, authorized and directed to forward certified copies of this resolution to CPO, Board of Supervisors, County of San Diego, Senator James Mills, Assemblyman Wadie P. Deddeh and the legislative delegation of San Diego County. Presented by ,.Jennie M.
