HomeMy WebLinkAboutReso 1972-6493RESOLUTION NO. 649 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AND ADOPTING AMENDMENTS TO RULE II OF THE CIVIL SERVICE RULES AND REGULATIONS RELATED TO THE CLASSIFICATION AND COMPENSATION OF CLASSIFIED EMPLOYEES AND AMENDMENTS TO CERTAIN OTHER CIVIL SERVICE RULES The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council of the City of Chula Vista has annually amended those sections of Rule II of the Civil Service Rules and Regulations which establish a classification and compensation or salary plan and assign ranges of compensation for all classified employees in the service of the City, and WHEREAS, the Chula Vista Employees' Association, the Chula Vista Firefighters' Association and the Chula Vista Police Relief Association have heretofore submitted to the City Council Memoranda of Understanding which have heretofore been approved and adopted by resolution of the City Council, and WHEREAS, in addition to the establishment of classifications and compensation or salary plan as set forth in said Memoranda of Understanding, the staff has submitted salary or benefit recommenda- tions for all classified employees, and WHEREAS, the City Council has reviewed the amended classi- fication and compensation plan as recommended by staff for fiscal year 1972-73 and concurs with the recommendations set forth therein, and WHEREAS, the City Council now desires to incorporate into Rule II of the Civil Service Rules those salary recommendations as contained in the aforementioned Memoranda of Understanding and the staff salary and benefit recommendations as well as incorporating into certain Civil Service Rules other fringe benefit proposals as agreed upon in the Memoranda of Understanding and as recommended by staff for changes in the Civil Service Rules applicable to all classi- fied employees. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the amended classification and compensation plan for fiscal year 1972-73, a copy of which is attached hereto and incorporated herein by reference and marked Exhibit "A", and Rule II of the Civil Service Rules and regulations be, and the same are hereby amended to reflect the agreed terms and conditions of the Memoranda of Understanding and the staff salary and benefit recommendations. BE IT FURTHER RESOLVED that the Director of Personnel be, and he is hereby directed to cause such changes and modifications to be incorporated into the Civil Service Rules. Adoption of a Uniform Allowance Plan for sworn members of the Police Department from Patrolman up through the rank of Police Lieutenant as follows: a. An initial allowance of three hundred dollars ($300) to be provided to each new Patrolman for purchase of regulation police uniforms and equipment. b. An annual allowance of one hundred dollars ($100) per fiscal year for uniform and equipment maintenance. 2. Adoption of a Sick Leave Reimbursement Plan. (See supplemental sheet) r ~ SICiZ LEAVr. :~I:.u'WRSc,1:E:VT PLAN 1. Sick leave will continue to be earned and accumulated at the rate of 12 days per fiscal year. 2. ror employees using 4 days of sick leave, or less, during the fiscal year, the option of converting 25% of their remaining yearly sick leave to pay is offered. This is not mandatory and all unused sick leave may be carried over if the employee desires. 3. Pay will be computed using tc.e following schedule: Remaining Sick Leave 12 days it days 1G days 9 days 8 days 7 or less Pay (Option) 3 days 2 days, 6 hrs. 2 days, 4 hrs. 2 days, 2 hrs. 2 days 0 All co.~,putations will be rou;zded to the nearest whole hour. (Example: 11 days, S hours remaining sick leave 93 hours x .25 23.25 hrs. ~ 23 hours of pay). 4. ~f the pay optior. is selected the paid sick leave hours will be sub- tracted from the employees accumulated yearly sick leave balance. The remaining sick leave hours may be accumulated indefinitely. (Example: Employee uses 4 days sick leave. He then elects to receive pay for 25% of remaining days or 2 days. The 2 days are subtracted from his sick leave and the other 6 days are added to the employees accumulated sick leave balance). 5. This sick leave reimbursement plan will co., ence July 1, 1972. Payment will be made during the month of July of each succeeding year. 6. Pay will be computed based on the employees salary step on June 30. 7. Payment will be made to an employee hired during the fiscal year provided 'r-ie is on the payroll June 30. i'e ~nanent employees who retire during the fiscal year will be compensated under this plan based on their formal retirement date. Payment will rot be made to an employee who terminates during the fiscal year.. P:owever, ir: the event of the death of an indi- vidual while employed by the City, 50% of the employee's unused accumulated sick leave will be paid to his beneficiary.
