VISTA SUPPORTING SB 1118 REVISING AND RECODIFYING
THE STATE SUBDIVISION MAP ACT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, SB 1118, a measure substantially revising the
State Subdivision Map Act and incorporating the Act in the Govern-
ment Code rather than in the Business and Professions Code, is
sponsored by the League of California Cities and vests maximum
control for subdivision development in the cities and counties,
and
WHEREAS, said bill would broaden the authority of cities
and counties to regulate subdivisions to insure that land develop-
ment is in accordance with local planning policies, and
WHEREAS, said bill provides that proposed land develop-
ments shall be disapproved if the `site of the proposed subdivision
is not physically suitable for the type of development, which would
substantially contribute to the retention of improved topography
and more imaginative development of land, and
WHEREAS, the bill would also allow for greater density
controls and would authorize a disapproval for adverse effects
on the public health, safety and general welfare as well as
directing disapproval if there would be substantial environmental
damage as a result of the development, and
WHEREAS, the proposed legislation would continue the
requirement that subdivision and land use be consistent with general
and specific plans, and
WHEREAS, the bill will give cities and counties the autho-
rity to exercise responsible control of growth and development
consistent with sound planning, to protect the environment and
preserve open space, and to provide for reservations of areas
necessary for parks, recreational facilities and other public uses
essential to expansion.
