HomeMy WebLinkAboutReso 1972-6441RESOLUTION NO. 6441 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA OPPOSING THE WATSON AMENDMENT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the people of the State of California by initiative have placed upon the ballot a Constitutional amendment, commonly known as the Watson Amendment, and WHEREAS, the City Council of the City of Chula Vista has expressed a concern with the ever growing tax burden imposed upon property owners in all cities, which tax burden is primarily attri- butable to the needs of school districts, which are limited solely to the use of property taxes as a source of revenue, and WHEREAS, the success of the initiative itself indicates the strong feelings of the property owners in opposition to this increasing burden as well as the deep sentiment on the part of said property owners, and WHEREAS, the City Council has long urged the State Legisla- ture to act on meaningful tax reform which would alleviate the pro- perty tax burden, and WHEREAS, after careful consideration of the so-called Watson Amendment, the City Council has determined that said amend- ment would so drastically affect the ability of taxing agencies to retain a flexible approach to taxation so as to seriously curtail all governmental operations throughout the State, and WHEREAS, the City Council after lengthy deliberation has concluded that the Watson Amendment is a totally inappropriate method for the control of the serious problem of increasing tax rates. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby urge all citizens who are concerned with the quality of government, as well as the ever increasing pro- perty tax burden, to vote NO on the Watson Amendment. BE IT FURTHER RESOLVED that the City Council does hereby urge the Legislature and the Governor of the State of California to act forthwith to create real and meaningful tax reforms. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and she is hereby authorized and directed to forward certified copies of this resolution to Senator James R. Mills, Assem- blyman Wadie P. Deddeh, and all other members of the San Diego County Legislative Delegation urging them to lead the fight for property tax reform. Presented by ~~~. Georg D.
