RESOLUTION NO. 6436
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
APPROVING REVISED RULES AND REGULATIONS GOVERNING TH1.
OF CITY PARKS AND RECREATION AREAS, AND THE FEE SCHEDL
PROPOSED FOR THE USE OF SAID FACILITIES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Parks and Recreation Commission of the City of
Chula Vista has heretofore reviewed the Rules and Regulations governing
the use of City parks and recreation facilities and the fee schedule
for tY~.e use thereof, as adopted and approved by the City Council of
the City of Chula Vista on the 11th day of February, 1969 by Resolution
No. 5055, and has recommended that said Rules and Regulations and said
fee schedule be revised, as shown on Exhibits "A" and "B", attached
hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said revised Rules and Regulations governing
the use of City parks and recreation facilities and the fee schedule
proposed for the use of said facilities be, and the same are hereby
approved and adopted by the City of Chula Vista.

1. The facilities under the jurisdiction of the Parks and Recreation
Department arc available f_or recreation activities under the following
order of priorit~~
a. Department programs
b. City youth organizations devoted to character building and other
groups of school age children under adult leadership
c. City organizes: adult recreational groups
d. Other City adult groups/units, for social or special activities.
?. "racilities are available to other groups only when Parks and Recrea-
lion Der;artment programs are not scheduled. (The fee schedule does
not apply to Department programmed activities.)
3. Facility assignments will be made b the Parks and Recreation Depart-
ment, based on the size of the group and availability of buildings.
4. An employee or a representative appointed by 'the Parks and Recreation
Department shall be present during all use of facilities.

1. Program Groups: Originated by tYie Parks and Recreation Department for
recreational purposes.
2. Correlated Groups: Chula Vista organizations determined by the Parks
and Recreation Corimission to be community service oriented and related
in purpose to recreation and the furtherance of community leisure pro-
grams.
3. Civic or Social Groups: Chula Vista organizations which are democratic
in character and organized for civic or social purposes, with member-
ship open to the general public, or designated elements thereof.
4. Familz~ Groups: Family units requiring large facilities for special
family events (receptions, birthday parties, etc.)
5. fi~ecial Grouz~s: Unions, employee associations, special recreational
groups requiring public facilities for fund raising to perpetuate spec-
ial interests, or non-resident groups (less than S0~ Chula Vista resi-
dents)

2. Application fer use of facility must be made at least two weeks in

termine the fee. An additional charge will be made for special equip-
ment requested after the fee is set.
Permits will not be isst.ied to anyone under 21 years of age.
Facilities close at 11:00 p.m. from Sunday through Thursday, and at
12:00 midnight on Friday and Saturday.
Facilities are not available for commercial use or personal gain.
Use permits will not be granted for denominational or sectarian
purposes. E~ceptior.: :~Temorial Fowl may be used for special events,
but not on a continuous basis.

Serving of refreshments containing alcohol is prohibited in buildings.
Facilities are to be left in unlettered ~,nd orderly condition.
Damaged equipment must be replaced or pa~.d for in full,

a. A deposit of 50~ of the requested fee is to be made when permit
is granted.
b. Final payment of fees to be•made within three working days after
activity is held,
c. Financial report to be filed with final payment of fees by groups
which. charge adn".ission.
d. Fees will be charged for any activities requiring leadership or
services,
The Parks and Recreation administrative office must be notified of can-
cellation at Least 48 hours prior to scheduled time for activity.
Failure to do so will necessitate forfeiture of the deposit.
The use of recreational facilities shall not be granted, permitted or
suffered to any individual, society, group, or organization which has
as i.ts objective or as one of its objects, the overthrow, or advocac;~
of th.~ overthroc~r of the present form of government of the United States
or the State of California by force or violence or other unlawful means.
Failure to comply with ar~,v of these rules or other public safety la~•r
during the use of a facility is grounds for revoking ir:.mediate and
Future permits, by the Director of Farks and Recreation or his
appointed representative.
Variations of policies and/or fees must have the approval of the Parks
and Recreation Com;nissio:i. any request for use of facilities may be
referred to the corlmi.ssion at the discretion of the Director.

i. The recreation facilities under the jurisdiction of the Parks and Recreation
Department are intended prir,„arily for recreation activities in conjunction
with the departmental programs however, others may use them with preference
given first to youth organizations devoted to character building and other
orbanizations of school age children under adult leadership; secondly, to
organized adult recreational groups; and lastly to other adult groups who
might be using the facility for a private group activity.
2. Degree of facility use shall be determined by the size of group and avail-
ability.
3. An employee or an appointed representative of the Parks and Recreation
Department shall be present at a facility whenever it is being used by
the public.
4. Service charges set forth in the Fee Sche ule do not apply to Parks and
Recreation Department programmed activities.
5. Group Classifications
A. Pr~ram Groins - Program groups are those which are conducted by
the department soley for recreation purposes.
B. Correlated Groins - are those which are estuolished for a specific
purpose and have a reciprocal relation to the department program,
and are sel-Governed by means of a constitution and by-laws.
Chartered groups must have their constitution approved by the
Parks and Recreation Commission. There shall be no scheduled
charge except on special action of the commission.
C. Organized Civic or Social Groups - are those which are democratic
in character, organized for civic or social purposes and member-
ship is open to designated elements of the public, or to the
general public.
D. Special or T'rivate Groups -are those which by nature exclude the
general public and membership is not open.
GENERAL F'ULES
1. :Ise perr,.its for Parks and Recreation facilities are available in the office
at 385 Parkway.
2. Reservations for a facility must be made two weeks in advance of the date
desired.
3. Payment for use must be made within three working days after activity is held.
4. Applications must be filled out completely at the time of reservation along
with request for all special equipment, i.e., p.a. system, bleachers, chairs,
etc.

S. Special equipment will be installed for general purpose use unless a special
layout is requested at time of application.
6. Permits will not be issued for facilities when recreation programs are
scheduled.
7. Recreation ;'acilitius rn~st dose at 11:00 p.m., Monday through Thursday, and
at 12:00 ,r,idniht on i~riday and Saturday.
8. Permits will be issued to adults only, but not for personal or individual use.
9. Recreation facilities are not to be used for denominational or sectarian
purposes. The 3ow1 may be used, but not on a continuous basis.
10. a. Application must be filed with the Chula Vista Police Department in order
to hold activities for minors in Parics and Recreation facilities.
b. Rules governing activities conducted for minors is contained in Parics and
Recreation Commission Policy X14 and City Ordinance 1911.
c. The Commission requires that aff duty Chula Vista Policemen be employed
for security at the current hourly rate for patrolmen, with a minimum of 2~
hours.
11. a. Groups will be charged at the rate for special or private groups if funds
are to be raised which exceed expenses and then used for other than community
services.
b. A financial report must be filed by all groups no later than three (3)
working days after use.
12. The serving of any refreshments that contain liquors b}~ permittees is prohibited.
13. Additional charges will be made for unusual utility requirements and/or special
services. .
14. Facilities must be left clean and in an orderly condition. Damaged equipment
must be replaced.
15. The use of recreational facilities shall not be granted, permitted or suffered
to any individual, society, group, or organization which has as its objective
or as one of its objects, the overthrow, or advocacy of. the overthrow of the
present form of government of the United States or the State of California by
force or violence or other unlawful means.
16. Failure to comply with any of these rules or re;ulations is grounds for revoking
or denying future permits by the Director of Parks and Recreation llepartrient.
I7. Request for variations of policies, and/or service charges for the use of
recreation facilities, must have the approval of the Parics and Recreation
Commission. The Director, at his discretion may take any request for use
of a facility to the Commission.
