RESOLUTION N0. 6419
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA OPPOSING AB 452 PERTAINING TO RETIREMENT AND
PENSIONS OF POLICEMEN AND FIREMEN
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, AB 452 would mandate increased retirement benefits
for all policemen and firemen employed by contracting members of
the Public Employees Retirement System of the State of California
allowing retirement at age 50 and and lowering the mandatory re-
tirement age from 65 to 60, and
WHEREAS, the ten million dollars appropriated to assist
in amortizing the costs of prior service credit falls far short
of the amounts that will be required to be paid by the municipalities
to compensate for deficiencies which will be created, and
WHEREAS, such actions by the State Legislature constitute
direct interference in the negotiation process for wages, working
conditions and benefits required pursuant to the Meyers-Milias
Brown Act, and
WHEREAS, the State Legislature would behave in a totally
irresponsible manner imposing the burden upon local municipalities
for which they are unwilling to provide necessary financial assis-
tance, and
WHEREAS, it is deemed to be completely unfair for employee
groups to persuade those legislators not responsive to the will of
the local taxpayers to affect increases in their benefits when
they should be initiated at the local level pursuant to programs
previously established.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby go on record as strongly opposing
AB 452 and urges that all members of the San Diego County Legislative
Delegation reject this bill which will severely strain the property
tax revenue sources.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and she is hereby authorized and directed to forward
certified copies of this resolution to Senator James Mills, Assembly-
man Wadie Deddeh, and all members of the San Diego County Legislative
Delegation.
