RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA REQUESTING INTERSTATE COMMERCE COMMISSION TO
DESIGNATE PACIFIC COAST TRANSPORTATION CORRIDOR TO
BE INCLUDED AS PART OF THE BASIC NATIONAL RAIL
TRANSPORT SYSTEM
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Congress of the United States has found that
a modern, efficient, intercity railroad passenger service is a
necessary part of a balanced transportation system; that the public
convenience and necessity require the continuance and improvement
of such service to provide fast and comfortable transportation
between crowded urban areas and other areas of the country; that
rail passenger service can help to end the congestion on our high-
ways and the overcrowding of airways and airports, and
WHEREAS, the California coastal plain stretching from San
Diego to San Francisco forms a natural transportation corridor within
one of the great urban complexes of the United States, and
WHEREAS, the San Diego to Los Angeles segment of this
corridor contains one half of the population of the State of Cali-
fornia and one out of every twenty Americans; that over the last
ten years the combined population of San Diego, Orange, and Los
Angeles counties has increased by almost 30~ - more than twice the
national average of 14%, and
WHEREAS, within this portion of the corridor there are
presently generated more than 37 million annual trips making it
one of the highest traveled corridors in the United States, and
WHEREAS, existing air transportation and highway facilities
are rapidly approaching maximum design capabilities with this heavy
traffic and resulting in accidents tying up and saturating highway
route Interstate 5; coastal fogs which virtually bring all air
travel to a standstill, and
WHEREAS, railroad service presents an existing alternative
which, if properly assisted, can contribute to a balanced transpor-
tation system for the California coastal plain by providing a fast,
convenient, comfortable mode of service.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista requests the Interstate Commerce Commission and
the Secretary of Transportation to designate the cities of San Diego,
Los Angeles and San Francisco as the principal terminal points of a
Pacific Coast north-south transportation corridor to be included as
part of the Basic National Rail Passenger Transportation System as
called for by the Railroad Passenger Sercice Act of 1970.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and she is hereby authorized and directed to forward
certified copies of this resolution to Governor Reagan, Senators
John Tunney and Alan Cranston and Congressmen Lionel Van Deerlin
and Robert Wilson.
