HomeMy WebLinkAboutReso 1970-5853 RESOLUTION N0. 5853 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING RESOLUTION NO. 5845 CONCURRING WITH THE AWARD TO MOTOROLA FOR THE PURCHASE OF MOBILE RADIO EQUIPMENT FOR THE CHULA VISTA FIRE DEPARTMENT FROM THE COUNTY OF SAN DIEGO AND AMENDING RESOLUTION N0. 5703 ADOPTING THE BUDGET FOR THE FISCAL YEAR 1970-71 BY DELETING THEREFROM PROJECT NO. 9-PR-3-70 OF THE CAPITAL IMPROVEMENT PROGRAM The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Purchasing Agent of the City of Chula Vista is authorized by Resolution No. 2018, adopted by the City Council on January 14, 1958, to obtain combined bids for the purchase of various materials, supplies and equipment common in use to certain other governmental agencies, and WHEREAS, pursuant to the provisions of said Resolution No. 2018, the Purchasing Agent of the City of Chula Vista desires to purchase radio equipment heretofore purchased by the County of San Diego pursuant to that certain joint powers agreement heretofore entered into with the County of San Diego, which mobile radio equip- ment is required to permit full participation in the San Diego County Mutual Aid Fire System, and WHEREAS, the Public Works Department of the City of San Diego has submitted to the City of Chula Vista a bid evaluation for said mobile radio equipment, and WHEREAS, the following bids were submitted: COST COMPARISON - MOTOROLA AND GENERAL ELECTRIC PROPOSALS I. Mobile equipment costs, including tax, and installation required to provide fully compatible system. MOTOROLA GENERAL ELECTRIC 14 each radios $19,214.25 14 each radios $14,629.05 Plus $35/unit (Includes new radios installation 490.00 in vehicles 9 & 10) Total $19,704.25 $14,629.05 COST BREAKDOWN 11 each 3 button sets (Per letter dated 7/21/70 from at $1,296.75 each $14,264.25 R. Base station and control equipment costs, including tax and installation (required to provide fully compatible system). MOTOROLA 1 each remote control base station and remote control facilities (Green, Orange and Red nets) $3,200 Tax Installation Total and GENERAL ELECTRIC 1 each two-frequency local control base station (Orange and Red nets. Use existing base for Green net.) $1,776 (Includes tax and 160 installation) 75 $3,435 Total $1,776 WHEREAS, it is recognized that the General Electric bid both for mobile equipment and base station and control equipment is lower than the Motorola bid, i.e., $2,481.70 on the mobile equipment and $1,659 difference on the base station and control equipment, and WHEREAS, it must be recognized that acceptance of the low bid from General Electric will necessitate the installation of two sets for each vehicle as opposed to one set per vehicle for the Motorola equipment in order to participate properly in the San Diego County Mutual Aid Fire System, and WHEREAS, said differences would dictate that the Motorola bid be accepted and the differences as set forth herein and found to be factual by the City Council would make the two proposals substan- tially equal. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby concur with the acceptance of bid and award of contract to Motorola as set forth in the bid evaluation of the City of San Diego dated October 19, 1970, and does hereby amend Resolution No. 5845 adopted by the City Council on the 3rd day of November, 1970. BE IT FURTHER RESOLVED that the following reasons are urged for the City Council's immediate consideration and acceptance and award of said contract: 1. There is a great urgency that the Fire Department be allowed to become a participant in the San Diego County Fire Com- munications Network in order that we may become a fully participating member of the San Diego County Master Mutual Aid Plan. 2. An amount was budgeted which would, according to the vendor, be sufficient to convert existing equipment. This later was determined to be not enough. 3. Change of frequency by the Fire Department will correct an interference problem now hampering both Police and Fire Department communications. - 2 - ~__.__ C ii- S . ~>,~' ~ --J `~ - ~, -~ BE IT FURTHER RESOLVED that the Fire Chief of the City of Chula Vista also concurs with the recommendations of the Communications Division of the City of San Diego in favoring the Motorola equipment for the following reasons: 1. It is the low bid when trade-in value is considered on existing equipment. 2. The value to the City of utilizing existing equipment in other City departments. 3. The lower maintenance costs. 4. The simplicity of operations. and the standardization with other County fire departments will allow greater efficiency. BE IT FURTHER RESOLVED that the type and cost of equipment proposed for purchase is as follows: 14 Mobile Radios (including tax and installation) 1 Base Station (including tax and installation) 4 Handi-talkies (2 additional and 2 to replace older set not suitable for conversion) 3 Positive Ground Kits Change of frequency on 5 existing handi-talkies at $40 Total Less amount budgeted O1-2340-5267 $1,440.00 O1-2340-5568 3,360.00 ,800.00 Balance required to complete purchase $19,704.2 3,435 .00 3,347.40 66.15 200.00 $26,752 .80 $21,952 .80 BE IT FURTHER RESOLVED that the sum of $21,952.80 be, and the same is hereby appropriated from the unappropriated surplus of the General Fund for the purpose set forth hereinabove. BE IT FURTHER RESOLVED that Resolution No. 5703 be, and the same is hereby amended to delete therefrom Project No.9-PR-3-70 Night Lights Castle Park Softball Field - of the Capital Improvement Program in the sum of $22,000.00. BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista be, and he is hereby authorized and directed to execute said contract for and on behalf of the City of Chula Vista. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula. Vista be, and she is hereby authorized and directed to forward a certified copy of this resolution to the Purchasing Agent of the County of San Diego. Presented by illiam M.
