The goal of the Sobriety Checkpoint Mini-Grant Program is to reduce the number of victims killed and injured in alcohol- involved crashes. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable. DISCUSSION The California Office of Traffic Safety's (OTS) mission is to obtain and effectively administer traffic safety grant funds to reduce deaths, injuries and economic losses 15-1 __ _. . __ 12/13/2011, Item Page 2 of 2 resulting from traffic related collisions. The Police Department has been awarded various OTS grants, including the Serious Traffic Offenders Program (STOP), Comprehensive Traffic Safety Program, DUI Enforcement Program, and Selective Traffic Enforcement Program (STEP), which all enhanced the Traffic Unit by funding new positions. Additionally, OTS administers mini-grants such as the Sobriety Checkpoint Mini-Grant Program and Click It or Ticket, which fund traffic enforcement operations on an overtime basis. The Police Department has received funding in the amount of $119,797 from the California Office of Traffic Safety for the Sobriety Checkpoint Mini-Grant Program. The goal of this program is to reduce the number of victims killed and injured in alcohol- involved crashes. The Department has been approved to conduct a total of 18 sobriety checkpoints during the period of November 29, 2011 to September 4, 2012. The grant period encompasses two national mobilization periods. The Winter Holiday mobilization runs from December 16, 2011 to January 1, 2012, and the Labor Day mobilization runs from August 17, 2012 to September 3, 2012. Four checkpoints must be conducted during each of these two mobilization periods and ten checkpoints can be conducted outside of the mobilization periods. Each sobriety checkpoint will be compensated on an overtime basis only. Additionally, OTS has approved $2,797 to purchase checkpoint supplies. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the acceptance of $119,797 of grant funding from the California Office of Traffic Safety. Because the grant period crosses between two fiscal years, $93,797 will be appropriated to the fiscal year 2011/2012 budget of the Police Grant Fund and $26,000 will be included in the proposed fiscal year 2012/2013 budget. For the current fiscal year, $91,000 will be appropriated to the personnel category for overtime costs and $2,797 will be appropriated to the supplies and services category for checkpoint supplies. The funding from the California Office of Traffic Safety will completely offset the costs incurred for the Sobriety Checkpoint Mini-Grant Program, resulting in no net fiscal impact. ONGOING FISCAL IMPACT There is no ongoing fiscal impact for accepting these grant funds. ATTACHMENTS None. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $119,797 FROM THE CALIFORNIA OFFICE OF TRAFFIC SAFETY AND APPROPRIATING $93,797 TO THE POLICE GRANT FUND FOR THE SOBRIETY CHECKPOINT MINI-GRANT PROGRAM WHEREAS, the California Office of Traffic Safety has awarded $119,797 to the Police Department for the Sobriety Checkpoint Mini-Grant Program; and WHEREAS, the goal of the Sobriety Checkpoint Mini-Grant Program is to reduce the number of victims killed and injured in alcohol-involved crashes; and WHEREAS, the Police Department has been approved to conduct 18 sobriety checkpoints during the period of November 29, 2011 to September 4, 2012; and WHEREAS, each sobriety checkpoint will be compensated on an overtime basis only; and WHEREAS, the California Office of Traffic Safety has approved $2,797 to purchase checkpoint supplies; and WHEREAS, the grant funds from the California Office of Traffic Safety will offset the costs of conducting the sobriety checkpoints. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept $119,797 from the California Office of Traffic Safety and appropriate $91,000 to the personnel category and $2,797 to the supplies and services category of the fiscal year 2011/2012 Police Grant Fund for the Sobriety Checkpoint Mini-Grant Program.
