SUMMARY
In Fiscal Year 2010-11, the City received two grants from the U.S. Department of Energy (the
Local Energy Assurance Planning Grant and the University Pazk and Reseazch Grant). During
Fiscal Year 2010-11, funds from each grant were appropriated for staff costs and consulting
services. This action will allow for funds to be appropriated for the current year budget for staff
costs to be recovered.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California Environmental
Quality Act (CEQA) and it has been determined that the activity is not a Project as defined under
Section 15378 of the State CEQA Guidelines because it will not result in a physical change in
the environment, therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the
activity is not subject to CEQA. Thus, no environmental review is necessary.

Council adopt the resolution.

DISCUSSION
During Fiscal Year 2010-11 the City received two sepazate grants from the U.S. Department of
Energy. The Local Energy Assurance Planning (LEAP) Grant was in the amount of $198,998
and allows for the City to have well-developed, standardized energy assurance and resiliency
plan that they can be relied upon during energy emergencies and supply disruptions. The
University Pazk and Research Grant was in the amount of $972,000 and allows for the City to
complete the initial public and energy infrastructure designs, formulate a set of sustainable
design and development guidelines and create and complete technical studies and planning
documents necessary for the entitlement and development of the site. Both grants included
funding to offset staff and consulting costs for each respective project during Fiscal Year 2010-
11. For Fiscal Year 2011-12, funds were not carried forward to the current fiscal year budget.
This action will appropriate funding into the current fiscal year to allow for the recovery of
associated staff costs for the Office of Economic Development for these two projects.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property holdings
within 500 feet of the bbundazies of the property which is the subject of this action.
CURRENT YEAR FISCAL IMPACT
Approval of the resolution will result in the appropriation of $12,952 to City Staff Services
/Other Expenses to the ARRA Fund Budget. In addition, the resolution will result in the
appropriation of $6,000 to City Staff Services /Other Expenses to the Federal Grants Fund. The
U.S. Department of Energy funding fully offsets the proposed costs and provides a portion of the
budgeted revenue for the Fiscal Year 2011/12 Economic Development personnel budget.
ONGOING FISCAL IMPACT
The City's agreement with the U.S. Department of Energy requires the City to complete all work
on the Local Energy Assurance Grant by June 30, 2012 and the University Park and Reseazch
grant by December 31, 2013. The grant funds will offset all costs during this time period
resulting in no net fiscal impact to the City.

WHEREAS, in October 2009, the City's Economic Development Division submitted an
application to U.S. Department of Energy (DOE) for a grant from the LEAP Program to prepare
an energy assurance plan for the City; and
WHEREAS, in April 2010, the City received a grant from the DOE in the amount of
$198,998 from the LEAP Program; and
WHEREAS, in June 2010, the City accepted the LEAP grant and appropriated funding
for staff and consulting costs for Fiscal Yeaz 2010-11; and
WHEREAS, in February 2009, the City's Economic Development Division submitted a
Federal Appropriations Request seeking funding for environmental, sustainable energy and
initial land use planning and entitlements for the University Park and Research Center project;
and
WHEREAS, in September 2010, the City received an appropriation from the DOE in the
amount of $972,000 for the University Park and Research Center project; and
WHEREAS, in November 2010, the City accepted the federal appropriation from the
DOE and appropriated funding for staff costs for Fiscal Year 2010-11; and
WHEREAS, it is necessary to appropriate funding for the Fiscal Year 2011-12 for staff
costs for the LEAP Program and the University Pazk and Reseazch Center projects.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby amend the Fiscal Year 2011-12 Other Expenses category of the ARRA Fund
Budget by appropriating $12,952 in grant funds from the Local Energy Assurance Planning
Grant; and
BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista does
hereby amend the Fiscal Yeaz 2011-12 Other Expenses category of the Federal Grants Fund
Budget by appropriating $6,000 in grant funds from the University Park and Research Center
Grant.
