RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE ISSUANCE OF A COASTAL
DEVELOPMENT PERMIT TO THE CITY OF CHULA VISTA
REDEVELOPMENT AGENCY FOR THE NATURE INTERPRETIVE
CENTER FLAGPOLE PROJECT
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the Chula Vista Bayfront Local Coastal Program ILCP) was
certified by the California Coastal Commission; and,
WHEREAS, said LCP includes coastal development permitting procedures
determined by the Coastal Commission to be 1 egally adequate for the issuance
of Coastal Development Permits; and,
WHEREAS, the City of Chula Vista has assumed permit authority over
the Chula Vista Coastal Zone; and,
WHEREAS, a public hearing was noticed and was held on May 12, 1987 in
accordance with said permitting procedures; and,
WHEREAS, the City Council of the City of Chula Vista, as the
approving authority, has reviewed the Nature Interpretive Center flagpole
project proposal.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista finds, based on the following findings in accordance with Section
13311 of the California Administrative Code, that the Nature Interpretive
Center flagpole project is consistent with the policies of the Chula Vista
Bayfront LCP:
1. The installation of a flagpole on the Nature Interpretive Center
site is consistent with the planned public usage of the site
identified in the certified LCP.
2. The proposed flagpole height (30 feet} falls within the
allowable height permitted on the Nature Interpretive Center
site by the Bayfront Specific Plan.
3. Grading for the flagpole project is not permitted between
November 1 to April 1 to adhere to the LCP grading requirement
which was intended to minimize the potential for siltation in
wetlands.
4. The Statewide and Regional Interpretive Guidelines have been
reviewed and the proposed flagpole project has been found to be
in conformance with Public Access and Public Recreational
policies of Chapter 3 of the Public Resources Code.
BE IT FURTHER RESOLVED that the City Council of the City of Chula
Vista hereby issues a Coastal Development Permit for the Nature Interpretive
Center flagpole project.

Dear Council Members:
The Department of Fish and Game has reviewed the proposal
to install a 30-foot flagpole on the existing Nature
Interpretive Center' on Gunpowder Point.
Because the p~oject site is located in close proximity to
nesting apeas of several endangered and/or sensitive
species, such as the California least tern, light-footed
clapper rail, Betding's savannah sparrow and other ~qetland
species, the DepaTtment is concerned that the flagpole
could serve as a perch pole For raptors who could prey on
chicks and adults of the species mentioned above. We
request that anti-perching material, such as Nyxalite, o~
other suitable material, be placed on top of the flagpole
to pre~ent predato~s fpom using the pole as a perching
site.
