HomeMy WebLinkAboutReso 1972-6591Form No. 344 Rev, 9-67 RESOLUTION N0~ 6591 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE TEN°TATIVE MAP OF A SUBDIVISION TO BE KNOWN AS RANCHO ROBINHOOD SUBDIVISION The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Planning Commission of the City of Chula Vista has heretofore approved that certain tentative map of a subdivision to be known as RANCHO ROBINHOOD SUBDIVISION and has recommended that the City Council approve said tentative map subject to the condit~.ons as recommended in their letter dated the 29th day of August _ , 1972 a copy of which is attached hereto and by this reference made a part hereof, the same as though fully set forth herein. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that said Council does hereby approve said tenta- tive subdivision map in accordance with the recommendations of the Planning Commission of the City of Chula Vista, provided, further, that developer shall also, as a condition of said approval, comply with the provisions of Resolution No. 6140 of the City Council of the City of Chula Vista. I)I?PART\11?\'1' OF PLANNI?~G August 29, 1972 The Honorable P~ayor and City Council of the City of Chula Uista Civic Center Chula Vista, California Subject: Tentative map of Rancho Robinhood ~~t~ 0~ ~~~l~t~C~ ~[~~{:~ c,~Ln~oa~I~~ At the meeting of August 28, 1972, the City Planning Commisiion con- sidered the tentative subdivision map of Rancho Robinhood for 101 lots which encompasses 68+ acres south of the Allen Elementary School and Allen School Lane and west of Otay Lakes Road, zoned R-E-D. The Planning Commission recommends approval of the tentative map subject to the following conditions: 1. Prior to approval of the final subdivision map the applicant shall demonstrate to the satisfaction of the City Council compliance with Council Resolution #6140. 2. The design of the decorative block wall shall be subject to staff approval; it shall use two or more materials and/or colors to break up its length. The wall shall be located at the top of the 2:1 slope along lots #1-13. A transition to a lower level on lot #13 may be used. 3. The area. between the drainage channel and Otay Lakes Road shall be landscaped by a combination of 15 gal. trees (minimum of one per ad- joining lot), 5 gal. shrubs, and Bound cover. The selection of these materials sha]1 be subject to the approval of the City Landscape Planner, who shall insure that the materials shall form a dense informal hedge. This area shall be irrigated by a sprinkler system. 4. All existing utilities shall be undergounded. 5. An easement over a portion of lot #1 shall be granted to the property. to the south to allow filling on the slope area. 6. NOTE: The lot ri~.,rbers may change if lot numbering, lot configuration, or the grading plan is changed. 7. The subdivic,er shall request the City Council to for°m an Open Space Acquisition, Development and (•laintenance District covering this sub- division to develop a.nd maintain the follovring: • a. The slope area adjacent to Otay Lakes Road and Allen School Lane. b. The areas covered by open space easement specified in con- dition #6. c. The landscaped area betvreen Otay Lakes Road and the drainage channel. 8. Landscaping and irrigation shall conform to the follovring standards: a. Complete landscaping and irrigation plans with related speci- fications including construction techniques, maintenance, and guaran- tees, shall be submitted and approved by the City Landscape Planner prior to the recording of any final subdivision map, and before any grading permit has been issued. b. All landscaping and irrigation systems for manmade slope areas shall be installed within thirty days after grading is completed ex- cept that the requirement shall be postponed for any lots that have been issued building permits until thirty days after final inspection. In cases of partial development, the developer may request in vrriting to the Zoning Administrator, vrithin fifteen days after grading is com- pleted, for deferral for all or part of the remaining areas. The developer shall show just cause for such deferral and shall indicate the estimated time of completion of the landscaping for the remaining area. c. All landscaping shall be maintained by the contractor or developer for a period of 90 days; this to include seeded areas, cuttings, plants, shrubs, and trees, which shall be replaced if seeds fail to gerrni Hate or~ i f plants fai 1 to grovr. d. Planting standards, soil preparat-ion, fertilization, and weed control shall be in conformance with the City of Chula Vista Landscape h1anual. Substitutes or~ alternatives may be considered by the City Lar~dscapc Planner subject to the submission of complete specifications. Plant cuttings shall be tip cuttings anti not lateral cuttings a.nd not less than s-i>: inches in length. Cuttings shall be staggered anti spaced a maximum of tt;el ve i nches on center. On 1'-2:1 slopes, ground cover shall be planted eight inches on ccr.ter. f. P1anmade 6:1 or steeper~ slopes of six feet or greater vertical height shall utilize plants as provided in paragraph (e) and slopes 112:1 or steeper shall be covered v,~ith jute matting. Specifications shall be submitted and approved by the City Landscape Planner. These specifications shall specify length of wire staples or other fastening device, a~~rount of overlap, and other pertinent details to insure proper instal 1 ati on i n a 4,~oriu~:anshi p manner. Substitutes for jute matting may be considered and approved by the Landscape Planner. g. Slopes greater than six feet in vertical height shall be planted, in addition to the requirements listed in paragraph (f) above, with one shrub or tree (minimum 1 gal.) per 100 sq. ft. of slope area, except as noted in condition ##4. These shrubs or trees are to be selected by a Landscape Architect for aesthetic value as well as deep rooting qualities. h. Excepting those areas covered by the open space easement, all slopes h~igiier than six feet shall be irrigated by sprinkler system controlled by a valve located on the lot to be sprinkled. i. The subdivider shall provide landscaping and irrigation plans and specifications for the natural slope area throughout the subdivision. These plans shall be implemented by the Open Space Acquisition, Development and Maintenance Distr°ict. 9. All manmade slopes shall be blended into the natural topography by the utilization of: a. Rounded top of slopes. b. 100' radius of horizontal manmade contours into natural contours. c. Where highly visable, rounded toe of slopes. 10. All public improvements shall be constructed in accordance with the standard draaJings and specifications of the City of Chula Vista. 11. Easterly subdivision boundary shall be on ultimate centerline of Otay Lakes Road. 12. "C" Street shall be paved to a minimum of 28' from the face of curb. The portion soutfrer1y of "1" Court may be bonded for and constructed at a later date if dr~sired by developer. 14. Drainage culvert along Otay Lakes Road shall be extended to north side of 1111en School Lana. 18. Residential and residential collector stree%s shall be designed for a 5' dry lane on each side of the street centerline. Drainage facilities shall be provided for any additional flow. 19. Lots shall be graded so that drainage flows toward streets. 20. Evidence shall be provided of having obtained slope rights where required. 21. Easements necessary for off-site construction shall be obtained by developer. 22. Letters from utility companies shall be provided to eliminate the necessity for utility easements. 23. F1aximum distance between sewer manholes shall be 400 feet. 24. The permanent end of a sewer (cal-de-sacs, etc.) shall end with a manhole if the distance exceeds 200 feet or if the sewer grade exceeds 7%. 25. Street lights shall be furnished and installed in the type and number approved by the City Engineer. 26. Tree deposits shall be paid in accordance -vith Ordinance #1001. 27. The developer shall furnish the City Engineer with the results of C.6.R. tests performed by a registered civil engineer whose primary profes- sional activity is performing such tests, in the number and at such locations and times determined by the City Engineer. The City Engineer will determine the structural street sections of streets based on these tests. 28. The following sever assessments shall be paid: a. Spring VallEy Outfall Assessment of ;130. U0 per acre p~~r gross area within the subdivis-ion. b. Otay Lakes Road Sewer Assessment of ;111.73 per acre gross area. 30. The subdivision koundary shall be tied to the Lambert Projection for California coordinate system Zone VI. This shall be accomplished by tying the subdivision boundary to a minimum of t4~eo established horizontal control monuments on file in the office of the City Engineer. This require- ment may be r~raived by the City Engineer upon receipt of a written request. 31, Sidewalks shall be constructed on both sides of residential-collector streets. Sidewalks tti~ill not be required on Otay Lakes Road, on residential streets and en cul-de-sacs.
