HomeMy WebLinkAboutReso 1970-5830 RESOLUTION NO. 5830 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, SUPPORTING THE COUNCIL OF GOVERNMENTS, AS PROPOSED AND ENDORSED BY THE LEAGUE OF CALIFORNIA CITIES AND THE COUNTY SUPERVISORS ASSOCIATION OF CALIFORNIA The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, representatives of the League of California Cities and the County Supervisors Association of California have heretofore formulated and agreed upon guidelines to follow in the formation and operation of agencies to deal with regional problems such as the quality of the environment, transportation, parks and recreation, disposal of waste and maintenance of water quality, and WHEREAS, these regional problems transcend the existence of governmental boundaries and should be solved on a cooperative basis by the elected officials of cities and counties within logical regional areas, and WHEREAS, a task force of mayors, city councilmen and county supervisors representing the League of California Cities and the County Supervisors Association of California have agreed upon the following policy statement with regard to said problems: 1. The creation of regional organizations, which also may be known as Councils of Government (COGS), should be man- dated by statute. 2. The regional organizations so created must reflect the varying nature of problems of regional significance and political and economical characteristics of different regions within the state. 3. In order for a regional organization to retain local responsiveness and public visibility, the governing body of such a regional agency shall be composed entirely of locally elected officials. The various sub-units of the regional agency would not necessarily have to contain 1008 locally elected officials. Rather, these could be a blend of city, county, state and federal officials, plus such public members and special district representa- tives as an individual regional organization deems appropriate. 4. Regional organizations shall be authorized to assume limited powers and functions with reference to the operation of regional services. 5. The regional organizations shall be granted such regula- tory and taxing powers as necessary to carry out the regional functions. 6. The regional organizations shall provide a planning and federal and state grant review service. 7. The regional organizations shall serve as the "umbrella" organization for agencies established for regional purposes; the regional organizations shall be empowered to appoint new regulatory agencies as the need arises. Agencies so created should be sub-units of the regional organization. -1- 8. All state and federal agencies having regional responsi- bilities should be required to coordinate with the regional organization, and WHEREAS, the City Council of the City of Chula Vista has reviewed said guidelines and policy statement and concurs with the concept set forth therein. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby support the Council of Governments, as envisioned and formulated by the League of California Cities and the County Supervisors Association of California. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and she is hereby directed to forward certified copies of this resolution to the League of California Cities, the County Supervisors Association of California, and the Board of Supervisors of the County of San Diego.
