RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA SUPPORTING THE PROPOSAL FOR ESTABLISHMENT OF
"URBAN SPHERES OF INFLUENCE" TO INSURE ORDERLY
URBAN DEVELOPMENT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Supervisor Jack Walsh of the San Diego County
Board of Supervisors has pointed out to his fellow supervisors that
the proposed general plans for the Cities of El Cajon and Escondido
contain the following recommendations:
1. "Efforts should be made to coordinate with the San
Diego County Zoning Administration Department to
assure that meaningful correspondence exists between
city zones and county zones. Typically, county zones
may be more lax and permissive than city zones, giving
rise to the possibility that as a city annexes county
land it will inherit land uses, conditions and con-
struction which are sub-standard. To reduce this
possibility, county and city coordination in zoning
matters is mandatory."
2. "The city and county should adopt policies that
ensure contiguous, compact and orderly urban devel-
opment, rather than scattered development interspersed
with the ailing remnants of an agricultural heritage."

WHEREAS, said proposals have long been the subject of dis-
cussions by the City of Chula Vista and strongly endorsed in all
appearances before the Local Agency Formation Commission, and
WHEREAS, Supervisor Walsh indicates in his memorandum to
the Board of Supervisors the difficulties that the City of Chula
Vista faces in achieving meaningful prezoning for area adjacent to
the City in the Sweetwater Valley among other contiguous properties,
and
WHEREAS, Supervisor Walsh suggests that "the spheres of
influence of expanding cities with adopted plans be designated special
zones within which we [Board of Supervisors] would adopt planning
requirements to harmonize with those of the adjacent city."
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby endorse the proposals of Supervisor
Jack Walsh and does encourage the County to rezone properties within
said "spheres of influence" provided that they are compatible with
regional goals and create special zoning ordinances limited to that
area which would match the City's lot size, set back, coverage and
related regulations.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and he is hereby directed to forward a certified copy
of this resolution to the County Planning Director and Planning Commission.
