Subject: Request for approval of tentative subdivision map of Bonita Acres - PCS-73-1 Following the adoption of the City of Chula Vista's Environmental - Impact Report for the project of Bonita Acres on April 2, 1973 (Resolution EIR-73-4), the City Planning Commission reviewed the tentative subdivision map for Bonita Acres. This subdivision contains 94Z acres to be developed with single family detached condominium units. The Planning Commission recommends approval of a tentative map for a maximum of 155 units subject to review of the precise plan of lot configuration by the staff and to the conditions stipulated ~ by the Director of Public Works in the attached report. Cole, Director of Public Works SUBJECT: .Tentative Map - Bonita Acres Units Land II It is recommended that this map be approved subject to ,the following conditions: A. GENERAL CONDITIONS: 1. All work within public right of way shall be done in accordance with the ordinances, resolutions, standard specifications and standard drawings of the City of Chula Vista. 2. Required bonds and fees: Type Subdivision bonds and fees Grading bonds and fees Street sign fees Street tree deposits Sewer repayment fees Park fees School fees Ordinance/Resolution Ordinance 1369 Ordinance 1163 Ordinance 1205 Ordinance 1369 Per appropriate resolution Ordinance 1366 Resolution 6140 3. Specific methods of handling storm drainage are subject to detailed approval by the City Engineer at time of submission of improvement plans. 4. Residential and residential collector streets whether public or private) shall be designed for a 5' dry lane on each side of the street centerline. Easements necessary for off-site construction shall be obtained by developer. • 7. Fire hydrant locations shall be determined by City of Chula Vista Fire Chief. 8. Maximum distance between sewer manholes shall be 400 feet. 9. The permanent end of a sewer (cul-de-sacs, etc.) shall end with a manhole if the distance exceeds 200 feet or if the sewer grade exceeds 7~. 10. Street lights shall be furnished and installed in the type and number approved by the City Engineer. ' 11. The developer shall furnish the City Engineer with the results of R-Value tests performed by a registered civil engineer whose primary professional activity is performing such tests, in the number and at such locations and times determined by the City Engineer. The City Engineer will determine the structural street sections of streets based on these tests. - 12. All utilities shall be underground; easements shall be pro- ~ vided as necessary. 13. The subdivision boundary shall be tied to the Lambert projection for California coordinate system Zone VI. This shall be accomplished by tying the subdivision boundary to a minimum of two established horizontal control monuments on file in the office of the City Engineer. This requirement may be waived by the City Engineer upon receipt of a written request. 14. Water system shall be installed in accordance with the standards of the California American Water Company and shall be maintained and operated by said company. 15. SPECIFIC CONDITIONS: ~ 1. Streets with grades of 1~2~ or more shall require P.C.C. paving. 2. The unit numbers as shown on the tentative map shall be inter- changed. Unit #1 shall be that unit adjacent to Otay Lakes Road. 3. Approval of the westerly unit, unit #1 as shown on the tentative map, is conditioned upon the recordation of the final subdivision map for Rancho Robinhood. _.~. ~ ,. / ~ - ~-~ " -3- 4. The northeasterly boundary of the subdivision shall be re- located to the centerline of Otay Lakes Road. 5. The south half of Otay Lakes Road, including the median, shall be fully improved within the subdivision. The construction of these improvements shall occur with the first unit. No sidewalk will be constructed in Otay Lakes Road. The City will be responsible for the installation of landscaping and lighting within the median. The developer will be responsible for the installation of street lights at the intersection of Otay Lakes Road and Camino Del Cerro Grande. 6. The developer will be responsible for the installation of full improvements within "A" Street for that portion lying entirely within the subdivision. The developer will install the improvements to the centerline of "A" Street where the subdivision boundary adjoins the boundary of Rancho Robinhood. The typical section of "A" Street shall conform to standard drawing lOlA. Sidewalk only to be constructed on north side of street. 7. The typical section for the private collector street shall conform to standard drawing lOlC, two-way hillside local, except that no sidewalk shall be constructed. 8. The typical section for the private drive will be 24 feet • curb to curb and shall conform to standard drawing lOlA, residential street. No sidewalk is required. The use of rolled curb will be ~ considered, subject to the approval of the City Engineer. 9. The typical section for the private collector street at the intersection of Otay Lakes Road is subject to the approval cf the City Engineer. Said typical section shall include curb and gutter, sidewalk on one side of street, 40 feet of pavement and a fully improved median including landscaping. The sidewalk shall be constructed to the inter- section of the second private drive west of Otay Lakes Road with the private collector street. 10. The minimum curb radius of the cul-de-sacs at the ends of private drives is 24 feet. 11. The specific method of sewering the development, including public and private sewers and pump stations, is subject to detailed approval by the City Engineer. The sewer located within the easement which passes through lot 5 in unit #1 as shown on the tentative map shall be extended southerly in "A" Street to the subdivision boundary. All public sewers terminating at the subdivision boundary shall terminate at a manhole. Satisfactory access shall be provided to all manholes on~public sewers. 12. The manner in which the private streets and private sewers and utilities are to be maintained shall be contained in the C.C.&R. The C.C.&R. shall be submitted to the City Engineer for approval prior to Council action on the final map. The C.C.&R. to be recorded by the City. ~ ~ v':% -4- ' 13. All street improvements including public and private shall be subject to detailed approval by the City Engineer. 14. All improvements including but not limited to sewer, drainage and streets, public or private will be inspected by the City Engineer. 15. The following sewer assessments shall be paid: a. Spring Valley Outfall Assessment of $130 per acre per gross area within the subdivision. b. Otay Lakes Road Sewer Assessment of $111.73 per acre gross area. 16. Realign the private drive intersections with the private collector street in the vicinity of the San Diego Gas & Electric Company's easement in a manner acceptable to the City Engineer. 17. Maximum grade on private collector street shall be 16~. 18. Minimum curve radius on private collector street shall be 150 feet. • KJG/b .- ~ ,_,, RESOLUTION N0. EIR-73-4 RESOLUTION OF THE CITY PLANNING COMMISSION ADOPTING . AN ENVIRONMENTAL IMPACT REPORT WHEREAS, a Draft Environmental Impact Report was filed by KB Environmental Developers, Inc, on the 7th day of February, 1973, and r ~ WHEREAS, KB Environmental Developers, Inc. requested consideration of the Draft Environmental Impact Report as the City of Chula Vista's Environmental Impact Report in the consideration of a tentative subdivision map and change of zone with a precise plan for the development of approximately 100 acres located west of Otay Lakes Road, one quarter mile south of Allen School Lane, and WHEREAS, said Draft Environmental Impact Report was posted and available for public scrutiny and review fora period of twenty working days, and WHEREAS, the Planning Commission set the time and place fora hearing to consider said Environmental Impact Report, and notice of said hearing, together with its purpose, was given by the publication in a newspaper of general circula- tion in the City at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., = April 2, 1973, in the Council Chamber, Civic Center, 276 Fourth Avenue, before the Planning Commission and said hearing was thereafter closed. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: • From the facts presented to the Commission, the Commission finds that, in accordance with the Environmental Quality Act of 1970, said Draft Environmental Report of KB Environmental Developers, Inc. on a tentative subdivision map and a precise plan fora project known as Bonita Acres on approximately 100 acres located west of Otay Lakes Road, one quarter mile south of Allen School Lane, consisting of approximately 155 single family detached condominium dwelling units, two recreational centers with swimming pool, tennis courts and related facilities, and a small eques- trian center, is hereby adopted subject to the revisions contained in the Environ- mental Review Coordinator's report of March 27, 1973, as the City of Chula Vista's ~ Environmental Impact Report on said subdivision map and precise plan.
