Public hearing - Consideration of Seismic Safety Element of the General Plan

A. BACKGROUND
Resolution - Adopting Seismic Safety Element of the General Plan
Director of Planning
1. The State Planning and Zoning Law (Government Code), under Section 65302 (f)
requires each city and county to prepare and adopt a Seismic Safety Element as a
part of its General Plan. According to this section, the element "shall consist
of an identification and appraisal of seismic hazards, such as susceptibility to
surface ruptures from faulting, to ground shaking, to ground failures, or to effects
of seismically induced waves such as tsunamis and seiches. The element is also
required to address and appraise the problems of mudslides, landslides, and slope
stability.
2. The City Council, on October 29, 1974, preliminarily considered the Seismic
Safety Element and referred it to the Planning Commission for public hearing and
recommendatory action.
B. ANALYSIS
The Seismic Safety Element is designed to bring the City of Chula Vista into a
state of compliance with Section 65302 (f) of the Government Code. The preparation
of the element was guided by the General Plan Guidelines, issued by the California
Council on Intergovernmental Relations in September, 1973.
The Seismic Safety Element is a companion plan of the Safety Element and its principal
goal is the promotion of public safety with respect to geologic hazards. The element,
which follows the standard American format for general plans, contains the following
components:

I. Introduction
The "Introduction" embodies a discussion of the Circum-Pacific Seismic Belt, of
which the Chula Vista Planning Area is a part; the purpose of the element; Government
Code Section 65302 (f ), which mandates the element; and the format of the plan.
II. Identification and Appraisal of Local Geologic Hazards
Since this section is devoted to the identification and evaluation of geologic
hazards, it is the heart of the element and, by itself, meets the minimum textual
requirements of the Government Code.
III. Summary.
This component of the plan contains the goals, general objectives and policy of
the City of Chula Vista's seismic safety program. The "Summary" also establishes
initial and potential effectuative seismic safety programs.
IV. Conclusion
The element's text is finalized in the "Conclusion," which recapitulates the
function of the subject plan and discusses the methodology for the implementation
thereof. The section indicates that special land regulations and seismic hazard
management zones should ultimately be prepared and established in order to improve
public safety from geologic hazards.
V. Plan Diagram
The "Diagram" graphically depicts the plan proposed in the text of the element, and
schematically identifies the geologic hazards within the Chula Vista Planning Area.
The Plan Diagrams of the Seismic Safety and Safety Elements are complementary.

C. METHODOLOGY EMPLOYED IN PREPARATION OF THE PLAN
1. The Survey
The information and data upon which the Seismic Element is based was procured from
reports prepared by the Comprehensive Planning Organization, the United States
Geological Survey, and the reports of geologists and engineering geologists who
performed seismic studies in the Chula Vista Planning Area. The preparatory of the
plan also consulted a large number of geological treatises, text books, and articles,
as well as the published seismic safety elements of other California cities.
2. Scope of the Element
The scope of the element substantially conforms to the program recommended by the
preparatory of the California Council on Intergovernmental Relations' General Plan
Guidelines, published in September, 1973.

RESOLUTION OF THE CITY PLANNING COMMISSION APPROVING AND
RECOMMENDING TO THE CITY COUNCIL THE ADOPTION OF THE
SEISMIC SAFETY ELEMENT OF 1~HE GENERAL PLAN OF THE CITY
OF CHULA VISTA

WHEREAS, the City of Chula Vista has an adopted General Plan, and
WHEREAS, Section 65302 (f) of the California Government Code requires
that a Seismic Safety Element be a part of all City and County General Plans,
and
WHEREAS, in preparation of the Seismic Safety Element the City Planning
Department conducted a study of reports prepared by the Comprehensive Planning
Organization, the United States Geological Survey, and the reports of geologists
and engineering geologists who performed seismic studies in the Chula Vista
Planning Area, as well as the published seismic safety elements of other
California cities, and
WHEREAS, on October 29, 1974 the City Council preliminarily considerzd
the Seismic Safety Element and referred it to the Planning Commission for public
hearing and recommendatory action, and
WHEREAS, the City Planning Commission considered the proposed Seismic
Safety Element at a public hearing held on November 13, 1974, notices of which
were given in the manner prescribed by law.
NOW THEREFORE BE IT RESOLVED that the Planning Commission does hereby
approve the attached document entitled SEISMIC SAFETY, An Element of the General
Plan.
BE IT FURTHER RESOLUED that the City Planning Commission recommends that
the City Council adapt said document as the Seismic Safety Element of the General
Plan, City of Chula Vista.
PASSED and APPROVED by the CITY PLANNING COMMISSION on the 13th day of
November, 1974 by the following vote, to-wit:
