CHULA VISTA CITY COUNCIL MEETING OF: February 6, 1973
ITEM TITLE: Resolution - Calling a Public Hearing to Determine Whether
Public Necessity, Health, Safety or Welfare Require the
Formation of an Underground Utility District on "E" Street
From I-5 Freeway to Broadway

BACKGROUND
On December 12, 1972, the Council adopted Resolution No. 6683 approving
a six year utilities undergrounding program. The first priority for
undergrounding is "E" Street from the I-5 Freeway to Broadway. There
are $275,700 in funds available. The estimated cost of undergrounding
"E" Street is $145,000.
A plat marked Exhibit "A" depicting the boundaries of the "E" Street
undergrounding district is attached. The boundary recommended by San
Diego Gas & Electric Company is contingent upon successful acquisition
of the necessary rights of way. All utilities will be underground
within the proposed district except for the following:
1. Some overhead facilities within the railroad right of way will
not be placed underground .because there is no provision in the
1 aw that can require i t.
2. The transverse distribution lines on Broadway crossing "E"
Street. It is anticipated that these lines will be under-
grounded with the undergrounding of utilities in Broadway
when that occurs.
It is proposed that properties affected be ready to accept the installa-
tion of underground utilities by August 1, 1973. Overhead utility poles
and appurtenances are to be removed by November 1, 1973.

As part of this project, the City will install safety lighting similar
to that installed in "H" Street from 3rd Avenue to Hilltop Drive, and
in "J" Street from the I-5 Freeway to Broadway.
