HomeMy WebLinkAboutReso 1973-6945r RESOLUTION N0. 6945 ;-~ 4N~ N-1~.5 I~ RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE AGREEMENT BETWEEN THE CITY OF CHUT„A VISTA AND THE SAN DIEGO TRANSIT CORPORATION, AS HERE TOFORE APPROVED BY RESOLUTION NO. 6792, ADOPTED ON MARCH 27, 1973 The City Council of the City of Chula Vista does herby resolve as follows: WHEREAS, the City Council has heretofore entered into an agreement with the San Diego Transit Corporation, pursuant to Resolution No. 6792, adopted on March 27, 1973, which agreement in Paragraph 6, page 3, thereof stipulated the term of the agreement to be f~'om July 1 of the year executed to June 30 of the following year, and WHEREAS, said provision has been deemed to be inadequjate for approval of payment of SB 325 funds in the City's account to San Diego Transit Corporation, and WHEREAS, it is now desired to amend said Paragraph 6 on page 3 to clarify the intent and understanding of the parties to said agree- ment. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that said agreement be and the same is hereby amended in respect to Paragraph 6, page 3, thereof, exclusively, to read as follows: 6. This agreement shall be binding upon the parties hereto, their successors and assigns and shall continue in effect from July 1, 1972 until June 3~0, 1973, inclusive. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and she is hereby authorized and directed to forward a certified copy of this resolution to the Auditor and Controller of San Diego County to receive authorization for payment. DATFD: .c y e n f2 --, M1~MUR.ANDUM OF t7~'DERSTANI7ING SAN DIEGO REGION TRANSIT OPEI~ATOR.S THIS MEMORANDUM OF UNDERSTANDING is entered into this 30th day of October 1973, between San Diego Comprehensive Pla~xning Organi- zation (hereinafter referred to as CPO), and the CITY OF CHULA VISTA (herein- after referred to as City), a public transit operator as defined in th¢ State of California Transportation Development Act of 1971, for the purpose. of assuring a cooperative and mutually beneficial working relationship between the Compre- hensive Planning Organization and the transit system operators within the region to provide comprehensive, effective and coordinated transit service. RECITALS: The Transit Coordination Committee, a technical advisory committee to the Comprehensive Planning Organization, serves the following purposes: (a) Providing a regular and continuing means for the coordination of the planning, impx•ovement and operation of mass transportation systems consistent with the comprehensive plan for the development of the region. (b) Establishing a means of regular communication bet~,veen local transit operators and Comprehensive Planning Organization re- lating to the needs, opportunities and status of mass transporta- tion in the region. (c) Coordinating the dissemination of information concerniing mass transportation services in the region. (d) Assisting, upon request, in the voluntary resolution of pro- blems relating to the coordination of schedules, routes, f8.res and levels of service affecting one or more transit operators. (e) To allow private transit operators full. committee partcipa- tion for expressing and coordinating their interest in public transportation. (f) To work together in an effort to meet all provisions required by Federal and State laws and administrative directives and guidelines for coordinated transportation planning and operations in order to assure the region's ability to meet Federal and State requirements for continued financial support for mass transit. ~``//~~/r t' _i NOW, TIiEREFORE, in consideration of the mutual benefits to the parties hereto acid to mass transportation within the region: 1. City agrees to designate a representative of tYie City's transit system to serve as a regular member of the Transit Coordination Committee. 2. Regarding transit problems that are not able to be resolved through the usual voluntary processes, the City agrees to use the Transit Coordination Committee as a forum for the discussion of such problems, requesting a recommendation for resolving said problem. This recommendation wrould then be referred for con- sideration and final resolution to the policy bodies of the concerned parties, respecting each party's authority to ultimately make their own operational decisions. 3. City agrees to cooperate in any planning efforts neces ary to assure the incorporation or full coordination of its transit system with any existing or future proposed transit systems in its° area. 4. CPO agrees to assist the City with continued financial support through endorsement of applications for mass transportation funding, as long as those applications have been developed through coopera- tive local and regional planning efforts and are consistent wi±': local and regional plans.
