HomeMy WebLinkAboutReso 1973-69377/12/73 RESOLUTION NO. 6937 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE GENERAL PLAN OF THE CITY OF CHULA VISTA FOR MISCELLANEOUS PROPERTIES EAST AND WEST ',SIDE OF WALNUT AVENUE, NORTH OF PALOPdAR STREET The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, in accordance with the State Planning Act, the Planning Commission and the City Council have heretofore held public hearings to consider an amendment to the General Plan redesignating certain land use from multiple family residential to limited industrial ',f or certain properties on both sides of Walnut Avenue, north of Palomar Street, and WHEREAS, the Planning Commission by Resolution PCM-73-13, adopted on the 27th day of June, 1973, a copy of which is attached ',hereto and incor- porated herein by reference as if set forth in full, has approved said revision of the General Plan, and WHEREAS, based upon said recommendation of the Planning Commission as contained in Resolution PCM-73-13, and the evidence preseented at the public hearing, the City Council now desires to make said rievision to the General Plan. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby revise the General Plan of the City of Chula Vista in accordance with Resolution PCM-73-13 as adopted by the Planning Commission Presented by 4 ~J 4 D. PCP1-73-13 RESOLUTION OF THE CITY PLANNING COMMISSION RECOF1f•1ENUING TO, THE CITY COUNCIL A REVISION OF THE GENERAL P1_AP1 FOR MISCELLANEOUS PROPERTIES EAST AND WEST S1DE OF WALNUT AVENUE, NORTH OF PALOMAR STREET WHEREAS, the City Planning Commission determined the necessity of con- sidering amendment of the General Plan from Thoroughfare Commercial to Research and Limited Industr~;al for the area located on the east and west side of 1rlalnut Avenue, north of Palomar Street and south of the San Diego Gas and Electric Company easement, and WFIEREAS, the Planning Commission set the time and place fora hearing . to consider said changes to the General Plan, and notice of said hearing, togetf~er with its purpose, was given by the publication in a newspaper of general circulation in the city at least ten days prior to the date of said . hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., June 27, 1973, Council Chamber, Civic Center, before the Planning Commission and said hearing was thereafter closed. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Commission finds that public necessity, convenience, general welfare and good zoning practice require the adoption of an amendment to the General Plan for .the area located on the east and west side of Walnut Avenue, north of Palomar Street and south of fhe • San Diego Gas and Electric Company easement, from•Thoroughfare Commercial to Limited Industrial. 2. The findings of fact in support of said determination are as fol7aows: a. Light industrial uses will encourage consolidated development and generate less traffic than would commercial uses. b. The subject properties are separated from residential areas to the north and south. Adequate separation to the east can be obtained with existing development standards. c. Walnut Avenue does not lend itself to a thoroughfare use since it is not a thoroughfare. 3. The Planning Commission recommends to the City Council that said amendment to the General Plan be adopted. 4. PCZ-7-C RESOI.UTIOfJ OF THE CITY PLANNING COMMISSION RECOMMENDING TO 'T HE CITY COUWCIL TUE CHANGE OF ZONE FOR MISCELLAtdEOUS PRO!'LRTIES CAST ANU WEST S1DL.OF tJALNUT AVE~dUE, h;ORTH Of PALOh1AR STREET FROM C-T AidD R-~ TO I-L WHEREAS, the City Planning Conrnission determined the necessity of con- sidering a change of zone for the area located on the east and west side of Walnut Avenue, nort~ of Palomar Street and south of the San Diego~Gas and Electric Company easement, in order that the zone designation and Chula Vita General Plan would be in conformance, and WHEREAS, the Planning Commission set the time and place for a hearing on said rezoning, and notice of said hearing, together with its purpose of con- sidering rezoning of said property from C-T and R-3 to I-L, was given by the publication in a newspaper of general circulation in the City at least ten days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and. place, namely 7:00 p.m., January 15, February 5, April 16, May 21 and June 27, 1973, in the Council !Chamber, Civic Center, before the Planning Commission and said hearing was thereafter closed. NOW THEREFORE f3E IT RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Commission finds that public necessity, convenience, general welfare and good zoning practice require the change of zone for the area located on the east and west side of Walnut Avenue, north of Palomar Street and south of the San Diego Gas and Electric Company easement, from C-T and R-3 to I-L, and the setback established at 20 feet on Watnut Avenue in accordance with the Zoning Ordinance. _ 2. The findings of fact in support of said determination are, as follows: a. .Light industrial zoning will encourage consolidated develop~ent • and generate less traffic than would commercial zoning. b. The subject properties are separated from residential areas to the north and south. Adequate separation to the east can be obtained with existing development standards/ c.
