HomeMy WebLinkAboutReso 1973-6933 RESOLUTION NO. 6933 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA URGING THE LEAGUE OF CALIFORNIA CITIES TO ADOPT RECOMMENDATIONS FOR RECIPROCITY BETWEEN THE RETIREMENT SYSTED~S OF ALL GOVERNMENTAL AGENCIES IN THE STATE OF CALIFORNIA AND TO SPONSOR AND ENDORSE LEGISLATION WHICH WOULD URGE ALL INDEPENDENT RETIREMENT SYSTEMS TO BECOME CONTRACTING MEMBERS OF THE PUBLIC EMPLOYEES RETIREMtENT SYSTEM OF THE STATE OF CALIFORNIA The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Federal government has conducted nationwide studies which indicate two alarming facts of socioeconomics in the United States: 1. That Social Security, although not intended to operate as a pension system, is frequently the only security which senior citizens have, and 2. That increased mobility of the American worker, from white collar to unskilled, combined with deliberate discharge and layoff practices in American industry, results in a tremendous loss to the working man in his pension rights and concomitant gain by industry through accumulation of pension funds NOT paid to the workers, and WHEREAS, as a result of such studies, proposals have been made that federal laws be enacted to secure vested rights in pension systems to working men and also to allow for a transfer of those rights to new employment positions, and WHEREAS, it is apparent that such problems are not confined to the private sector, but also exist specifically in the area of public employment in the State of California, and WHEREAS, employees of one governmental agency in the State of California may not transfer their pension rights to another agency unless both agencies are contracting members of the State Retirement System, and WHEREAS, there exists no reciprocity between independent retirement systems and contracting members of the State Retirement System, and WHEREAS, such a situation severely limits job opportunities for municipal employees who, for many reasons, both voluntary and involuntary, may choose to relocate within the State in another agency, and WHEREAS, the constraints placed upon the employee by the existing system also works detrimentally to the interests of the municipalities themselves since they very often cannot attract~out- standing candidates for employment because of the unwillingness of employees to lose years of service toward retirement, and WHEREAS, an ability to transfer retirement credits and the establishment of total reciprocity between all of the retire- ment systems in the State would be mutually advantageous to the municipal employees in the State of California and to the munici- palities themselves. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the City Council does hereby urge the League of California Cities to adopt recommendations to establish total reciprocity between the several retirement systems in the State of California by endorsing appropriate legislative action to bring all independent retirement systems into the Public Employees Retirement System of the State of California as contracting members. BE IT FURTHER RESOLVED that the City Clerk of the City of Chula Vista be, and she is hereby authorized and directed to fprward certified copies of this resolution to the League of California Cities, each member of the Legislative Delegation of San Diego County, Board of Supervisors of San Diego County and to the City Councils of all of the cities in San Diego County.
