HomeMy WebLinkAboutReso 1973-6907RESOLUTION N0. 6907 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF OHULA VISTA APPROVING AND ADOPTING AMENDMENTS TO RULE II OF THE CIVIL SERVICE RULES AND REGULATIONS RELINED TO THE CLASSIFICATION AND COMPENSATION OF CLASSIFIED EMPLOYEES AND AMENDMENTS TO CERTAIN OTHER CIVIL SERVICE RULES The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council of the City of Chula Vista has annually amended those sections of Rule II of the Civil Service Rules and Regulations which establish a classification and compensation or salary plan and assign ranges of compensation for all classified employees in the service of the City, and WHEREAS, the Chula Vista Employees' Association, Local 2180, International Association of Firefighters AFL-CIO and the Chula Vista Police Relief Association have heretofore submitted to the City Council Memoranda of Understanding which have heretofore been approved and adopted by resolution of the City Council, and WHEREAS, in addition to the establishment of classifications and compensation or salary plan as set forth in said Memoranda of Understanding, the staff has submitted salary or benefit recommendations for all classified employees, and WHEREAS, the City Council has reviewed the amended classi- fication and compensation plan as recommended by staff for fiscal year 1973-74 and concurs with the recommendations set forth therein, and WHEREAS, the City Council now desires to incorporate .into Rule II of the Civil Service Rules those salary recommendations as contained in the aforementioned Memoranda of Understanding and the staff salary and benefit recommendations as well as incorporating into certain Civil Service Rules other fringe benefit proposals as agreed upon in the Memoranda of Understanding and as recommended by staff for changes in the Civil Service Rules applicable to all classi- fied employees. NOW, THEREFORE, BE IT RESOLVED BY THE City Council of the City of Chula Vista that the amended classification and compensation plan for fiscal year 1973-74, a copy of which is attached hereto and incorporated herein by reference and marked Exhibit "A", and Rule II of the Civil Service Rules and Regulations be, and the same are hereby amended to reflect the agreed terms and conditions of the Memoranda of Understanding and the staff salary and benefit recommendations. BE IT FURTHER RESOLVED that the Director of Personnel be, and he is hereby directed to cause such changes and modifications to be incorporated into the Civil Service Rules. The employee will provide the remaining 50% of the premium. Classifications not eligible to participate in the plan include the following: Peace Officer Police Sergeant Police Lieutenant Police Captain P~IEDICAL AND INSURANCE COVERAGE Firefighter Fire Engineer Fire Captain battalion Chief Assistant Fire Chief The following changes shall be incorporated in the employees' medical and insurance coverage. These changes shall be paid for by the City of Chula Vista, effective July 1, 1973. a. Life insurance coverage shall be increased to $3,000. b. Basic hospital room and board coverage shall be increased to $45 per day. c. Change from a $100 deductible per each cause to $100 for all causes, the deductible to be paid once each calendar year. d. Major medical maximum coverage shall be increased to $50,400. The following changes shall be incorporated in the dependents' medical insurance: a. Basic hospital room and board coverage shall be increased to $45 per day. b. Change from a $100 deductible per each cause to $100 for all causes, the deductible to paid once each calendar year. c. Major medical maximum coverage shall be increased to $50,000. ~Y~"' Total cost of dependents' medical insurance shall be paid by the City of Chula Vista for only the following classifications: a. Effective July 1, 1973: Peace Officer, Police Sergeant, Police Lieutenant and Police Captain. b. Effective January 1, 1974: Firefighter, Fire Engineer, and Fire Captain. SICK LEAVE REIMBURSEMENT Civil Service Rule iX, Section 3, shall be amended to include Fire pepart- ment Personnel represented by Local 2180, International Association of Fire Fighters AFL-CIO. Fire service employees on a 60-hour workweek using 48 hours of sick leave, or less, during the fiscal year, shall have the option of converting twenty-five percent (25%} of their remaining yearly sick leave to pay. If the pay option is not selected, all remaining yearly sick leave shall be carried over and accumulated. Fire service employees on a 40-hour workweek will be subject to the same sick leave reimbursement plan as provided for miscellaneous employees, as found in Civil Service Rule II, Section 3a. Pay shall be computed based on the following schedule and all computations shall be rounded to the nearest whole hour: Remaining Yearly Sick Leave 40-hr.Workweek, 60-hr.Workweek Mi sc . & Fire Fire Pay Option (25%) 40-hr. Workweek, 60-hr. tiJorkweek Misc. & Fire Fire 12 days 144 hrs. 3 days 36 hrs. 11 days 132 hrs. 2 days, 6 hrs. 33 hrs. 10 days 120 hrs. 2 days, 4 hrs. 30 .hrs. 9 days 108 hrs. 2 days, 2 hrs. 27 hrs. 8 days 96 hrs. 2 days 24 hrs. 7 days (or less) 84 hrs. 0 days O hrs. This benefit becomes effective July 1, 1973; however, payment made for the period from July 1, 1973 to June 30, 1974, during July 1974, will be computed at one-half (1/2) the normal entitlement, or 12.5%. Thereafter, such benefit will be on a basis equal to the 25% factor utilized regarding regular miscellaneous employees. ~~ UNIFORM ALLOWANCE Members of the Fire Department from Firefighter up through the rank of Fire Captain shall receive a uniform allowance as follows: An annual allowance of one-hundred dollars ($100) for uniform and equipment maintenance. Said annual allowance to 6e paid on a fiscal year basis with no carry over from year to year. This benefit becomes effective January 1, 1974. Payment made during January 1974 shall be fifty dollars ($50), based on a six-month entitlement period. Police Captain, Battalion Chief and Assistant Fire Chief shall also be included under the Uniform Allowance to be effective July 1, 1973. OVERTIME PAY The following provision shall affect only the classifications of Firefighter, Fire Engineer and Fire Captain. In the event that a need for overtime should occur in the Fire Department because of an emergency, sickness or other unforeseen conditions, overtime shall be paid atone and one-half times the basic rate of pay. If overtime is worked at the end of the employee's regular shift, the employee shall receive a minimum of two hours of overtime pay. Any time less than thirty (30} minutes shall not be considered as overtime pay. All employees covered by the terms of this agreement who are called back to work from off duty shall be paid at least two (2) hours minimum at one and one-half times the basic rate of pay. OVERTIME POLICY Civil Service Rule II, Section (e). Exceptions to Overtime Policy .shall be amended as follows: (Amendments indicated in Italic print).
