BACKGROUND
As part of the city wide rezoning and General Plan amendment program i December, 1972,
the Planning Commission initiated a recommendation, and the City Council approved
on December 5, 1972, the amendment of the General Plan for the subjec properties,
chaning their designation from Research-Limited Industrial to Thoroughfare Commercial,
thereby bringint the General Plan and Zoning Ordinance into conformance as required
by AB-1301.
Subsequent staff analysis indicates that the subject properties are b st suited for
Limited Industrial use.
ANALYSIS
1. Adjacent zoning and land use:
North - R-3 SDG&E easement
South - C-T Miscellaneous commercial uses
East - R-3 Single and multiple family residential
West - Interstate 5 freeway
2. Adjacent General Plan designations:
North - High density residential (13-26 D.U./Ac.)
South - Thoroughfare commercial
East - High density residential (13-26 D.U./Ac.)
West - Interstate 5 and General Industrial

3. Character of the area:
The area is characterized by a mixture of residential, commercial
industrial uses as a result of inadequate zoning controls in the pas

Of the five commercial uses existing on the subject properties, ne is a
permitted use and four are conditional uses in the I-L zone. The fur conditional
uses would be considered nonconforming until such time as they receive conditional
use permit approval. ~
5. Front Setback
In addition to the General Plan and zone change, the Planning Cc
moved to recommend changing the front setback along Walnut Avenue 1
as required by the building line setback map to 20 feet to conform
