ENVIRONMENTAL REVIEW The Director of Development Services has reviewed the proposed activities for compliance with the California Environmental Quality Act (CEQA) and has determined that the activities qualify for a Class 1 (c} categorical exemption pursuant to Section 15301 [Existing Facilities] of the State CEQA Guidelines because the proposal involves negligible or no expansion of an existing City street use. Thus, no further environmental review is necessary. RECOMMENDATION Council adopt the Ordinance. BOARDS/COMMISSION RECOMMENDATION At the October 5, 2011 meeting of the Safety Commission, a motion was made to accept staff's recommendation and approve the establishment of the 35 mph posted speed limit on Duncan Ranch Road between Proctor Valley Road and Stone Gate Street. The motion carried by a vote of 6 (in favor) - 0 (opposed) - 1 (absent). 7-1 11/15/ll, Item Page 2 of 4 DISCUSSION Speed zones are established on the basis of an Engineering and Traffic Survey. The survey includes an analysis of the current speed distribution of free-flowing vehicles along Duncan Ranch Road between Proctor Valley Road and Stone Gate Street during periods w11en no roadside or nearby development and/or construction was occurring. City staff completed a speed survey along Duncan Ranch Road between Proctor Valley Road and Stone Gate Street in accordance with the California Vehicle Code Sections 22357, 22358, 40802 and the Chula Vista Municipal Code Section 10.48.020, which indicates that the posting of speed limits be determined by an Engineering and Traffic Survey at least once every seven years. As described in the California Vehicle Code, the survey shall include: (1) Prevailing speeds as determined by traffic engineering measurements; (2) Accident records (3) Traffic/roadside conditions not readily apparent to the driver. These roadway characteristics are then used to help determine an appropriate speed limit. In addition, the Manual on Uniform Traffic Control Devices (MUTCD, Traffic Operations Policy Directive 09-04) states that the speed limit shall be established at the nearest 5 mph increment of the 85th percentile speed. Also, if the Smph reduction is applied, the Engineering and Traffic Survey shall document in writing the conditions and justification for the lower speed limit and be approved by a registered Civil or Traffic Engineer. Speed limits established on this basis conform to the consensus of those who drive the street as to what speed is reasonable and safe, and are not dependent on the judgment of one or a few individuals. Speed limits higher than the 85th percentile speed are not generally considered reasonable and safe while speed limits below the 85th percentile typically do not facilitate the orderly movement of traffic. Only when roadside development results in traffic conflicts or unusual conditions not readily apparent to drivers may speed limits be further reduced. Physical Conditions Duncan Ranch Road between Proctor Valley Road and Stone Gate Street is 3,565 foot (0.68 miles) long and 40'-44' wide curb-to-curb. Parking is allowed on both sides along this segment of Duncan Ranch Road, except for the eastside in front of Eastlake Middle School. There are no bike lanes on Duncan Ranch Road. Land Use Residential, Parlc, and middle school A horizontal curve located approximately 1100' north of Stone Gate Horizontal Alignment Street with a radius of 450' along the centerline produces a design speed of 35 mph. A crest vertical curve located approximately 60' south of Proctor Valley Vertical Alignment Road with a 0.87% to -5.43% grade change over 200' produces a design speed of 30 m h. The accident rate at this segment is 0.39 (accidents per million vehicle Accident Rate: miles} and is lower than. the rate of 1.49 for similar roadways in the State Segment /State of California (2008). Montevalle Park is located at the intersection of Duncan Ranch Road and Special Conditions South Compass Dr. Eastlake Middle School is located at the intersection of Duncan Ranch Road and Stone Gate Street. CONCLUSION: Based on the 85`I' percentile speed of the roadway, as well as other roadway characteristics outlined in the Engineering/Traffic Survey, staff has determined that the 35 mph speed limit should be established along Duncan Ranch Road. Also, the Commission recommended that staff add warning signs at the crest vertical curve of .the road where the design speed is 30 mph. However, after the field investigation and the review of the MUTCD requirements, staff has determined that it is not appropriate and/or required to do so. Should the City Council concur with the Safety Commission and establish the proposed 35 mpl~ speed limit, Schedule X of the register maintained in the office of the City Engineer would. be revised to show the following: 10.48.020 Schedule X -Established Speed Limits in Certain Zones -Designated Name of Street Beginning At Ending At Proposed Speed Limit Duncan Ranch Road Proctor Valley Road Stone Gate Street 35 mph DECISION MAKER CONFLICT Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property, which is the subject of this action. 7-3 11/15/11, Item~_ Page 4 of 4 CURRENT YEAR FISCAL IMPACT The segment has no posted speed limits. Two speed limit signs, two sets of speed limit legends, and two 25 mph school speed limit for "WHEN CHILDREN ARE PRESENT" are required. The cost to install these improvements is approximately $1500. The required work will be funded by an existing Traffic Engineering Capital Improvement Project, TF-332, Signing and Striping Program. ONGOING FISCAL IMPACT There will only be minor routine maintenance costs in 7 to 10 years. Eligible funding sources include Transnet or Gas Tax. ATTACHMENTS 1. Location Plat 2. Also, if the Smph reduction is applied, the Engineering and Traffic Survey shall document in writing the conditions and justification for the lower speed limit and be approved by a registered Civil or Traffic Engineer; and WHEREAS, based on the 85th percentile speed of the roadway, as well as other roadway characteristics outlined in the Engineering/Traffic Survey, staff has determined that the speed limit on Duncan Ranch Road between Proctor Valley Road and Stone Gate Street should be 35 mph; and WHEREAS, on October 5, 2011, the City of Chula Vista Safety Commission concurred with staff s recommendation that the speed limit on Duncan Ranch Road between Proctor Valley Road and Stone Gate Street should be 35 mph; and WHEREAS, this recommendation and other information in the City Engineer's report has been fully considered by the City Council. 7-8 Ordinance No. Page 2 NOW, THEREFORE, the City Council of the City of Chula Vista does hereby ordain as follows: I. ESTABLISH SPEED LIMIT That the speed limit on Duncan Ranch Road between Proctor Valley Road and Stone Gate Street be established at 35 mph and Schedule X of the register maintained in the office of the City Engineer be revised to show the following: 10.48.020 Schedule X -Established Speed Limits in Certain Zones -Designated Name of Street Beginning At Ending At Proposed Speed Limit Duncan Ranch Road Proctor Valley Road Stone Gate Street 35 mph II.
