ITEM TITLE: ORDINANCE OF THE CITY OF CHULA VISTA ESTABLISHING
A 45 MPH SPEED LIMIT ON PROCTOR VALLEY ROAD
BETWEEN HUNTE PARKWAY AND NORTHWOODS
DRIVE/AGUA VISTA DRIVE AND AMENDING SCHEDULE X
OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY

SUBMITTED BY: DIRECTOR OF PUBLIC WORKS

REVIEWED BY: CITY MANAGER
ASSISTANT CIT MANAGER ~~
4/STHS VOTE: YES ^ NO
SUMMARY
Based on the provisions of California Vehicle Code (CVC) Sections 22357 and 22358 and
ursuant to authority under Chula Vista Municipal Code (CVMC) Section 10.48.020, the City
Engineer has determined that a 45 mph speed limit be established on Proctor Valley Road
between Hunte Parkway and Northwoods Drive/Agua Vista Drive.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activities for compliance with
the California Environmental Quality Act (CEQA) and has determined that the activities qualify
for a Class 1 (c) categorical exemption pursuant to Section 15301 [Existing Facilities] of the
State CEQA Guidelines because the proposal involves negligible or no expansion of an existing
City street use. Thus, no further environmental review is necessary.
RECOMMENDATION
Council adopt the Ordinance.
BOARDS/COMMISSION RECOMMENDATION
At the October 5, 2011 meeting of the Safety Commission, a motion was made to accept staff's
recommendation and approve the establishment of the 45 mph posted speed limit on Proctor
Valley Road between Hunte Parkway and Northwoods Drive/Agua Vista Drive.
The motion carried by a vote of 6 (in favor) - 0 (opposed) - 1 (absent).

DISCUSSION
Currently, there are 45 mph posted speed limit signs and legends on Proctor Valley Road
between Hunte Parkway and Duncan Ranch Road. However, the posted speed limit was not
established by an "Engineering and Traffic Survey" and without the adoption of City Council
Ordinance as required by the California Vehicle Code and the Chula Vista Municipal Code, the
posted speed limit cannot be legally enforced.
Speed zones are established on the basis of an Engineering and Traffic Survey. The survey
includes an analysis of the current speed distribution of free-flowing vehicles along Proctor
Valley Road during periods when no roadside or nearby development and/or construction was
occurring.
City staff completed a speed survey along Proctor Valley Road between Hunte Parkway and
Northwoods Drive/Agua Vista Drive in accordance with the California Vehicle Code Section
22357, 22358, 40802 and the Chula Vista Municipal Code Section 10.48.020, which indicates
that the posting of speed limits be determined by an Engineering and Traffic Survey at least once
every seven years. As described in the California Vehicle Code, the survey shall include:
(1) Prevailing speeds as determined by traffic engineering measurements;
(2) Accident records
(3) Traffic/roadside conditions not readily apparent to the driver.
These roadway characteristics are then used to help determine an appropriate speed limit. In
addition, the Manual on Uniform Traffic Control Devices (MUTCD, Traffic Operations Policy
Directive 09-04) states that the speed limit shall be established at the .nearest Smph increment of
the 85t'' percentile speed. Also, if the Smph reduction is applied, the Engineering and Traffic
Survey shall document in writing the conditions and justification for the lower speed limit and be
approved by a registered Civil or Traffic Engineer.
Speed limits established on this basis conform to the consensus of those who drive the street as
to what speed is reasonable and safe, and are not dependent on the judgment of one or a few
individuals. Speed limits higher than the 85th percentile speed are not generally considered
reasonable and safe, while speed limits below the 85th percentile typically do not facilitate the
orderly movement of traffic. Only when roadside development results in traffic conflicts or
unusual conditions not readily apparent to drivers may speed limits be further reduced.
Physical Conditions:
Proctor Valley Road between Hunte Parkway and Northwoods Drive/Agua Vista Drive is 4,432
foot (0.84 miles) long and 80'-112' wide curb-to-curb. The street is classified as a 4-lane major.
No parking is allowed on both sides of the street. There are bike lanes on Proctor Valley Road.

Horizontal Alignment with a radius of 1200' along the centerline produces a design speed of 60
mph.
A crest vertical curve between Hunte Parkway and Northwoods Drive
Vertical Alignment with a 3.82% to -5.07% grade change over 2000' produces a design
s eed of 57 mph.
The accident rate at this segment is 0.12 (accidents per million vehicle
Accident Rate: miles) and is lower than the rate of 1.70 for similar roadways in the State
Segment /State of California (2008}.
Montevalle Park is located on the south side of Proctor Valley Road between
Special Conditions Hunte Parkwa and Duncan Ranch Road.
CONCLUSION:
Based on the 85`x' percentile speed of the roadway, as well as other roadway characteristics
outlined in the Engineering/Traffic Survey, staff has determined that the 45 mph speed limit
should be established along Proctor Valley Road.
Should the City Council concur with the Safety Commission and establish the proposed 45 mph
speed limit, Schedule X of the register maintained in the office of the City Engineer would be
revised to show the following:

DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property holdings
within 500 feet of the boundaries of the property, which is the subject of this action.
CURRENT YEAR FISCAL IMPACT
The developer posted 45 mph on a portion of the roadway when the road was constructed,
between Hunte Parkway and Duncan Ranch Road. However, the other portion of Proctor Valley
Road between Duncan Ranch Road and Northwoods Drive/Agua Vista Drive the speed limit is
not posted. Therefore, 4 speed limit signs and 4 sets of speed limit legends will need to be
installed. The cost to install these improvements is approximately $2,000. The required work
will be funded by an existing Traffic Engineering Capital Improvement Project, TF-332, Signing
and Striping Program.
ONGOING FISCAL IMPACT
There will only be minor routine maintenance costs in 7 to 10 years. Eligible fiu~ding sources
include Transnet or Gas Tax.
