[ g ] CHULA VISTA CITY COUNCIL MEETING OF: June 26, 1973 ITEM TITLE: Resolution - Approving Agreement for r-ecodification of the C~t~ Code INITIATED BY:City Clerk Rnrur_~niT~.m On February 27, 1973, the City Council approved Resolution No. 6756 appropriating the sum of $12,000 from Revenue Sharing Funds for re- codification of the City Code. As Council is aware, serious legal problems have arisen because of the lack of an updated Code; i.e., the Superior Court is angry. Therefore, the City Clerk, Purchasing Agent and City Attorney have met with several codification firms to discuss proposals for undertaking this project. A summary of the proposals is attached. The City received only three proposals, and although the proposal from Cleveland Smith, a local individual undertaking such work, is substantially lower than the others, it is not complete and does not, frankly, afford an assurance of continuing processing which is vital in this area. The other two proposals are very close except for one prime factor, which we believe to be of significant importance; that is, that the proposal from the Book Publishing Company indicates a considerably shorter time period for completion of the project. Although the project may possibly take more than one year, discussions with Book Publishing representatives would indicate that a nine month period is not totally unrealistic, since virtually all of the numbering and cataloging of ordinances has been accomplished and the primary effort will be in the area of indexing the Code. continued ATTACHED: Resolution [ ~ Ordinance [ ] Agreement [ ] Plat [ ] See EXHIBITS [X] No. 1-2 Financial Statement: $12,000 appropriated from Revenue Sharing Funds Commission-Board Recommendation: n/a Department Head Recommendation: Approval of agreement City Manager Recommendation: Concur with Department Head. ~~~~~ AGENDA ITEM N0. 9 SUPPLEMENTAL PAGE Therefore, it is the recommendation of the City Clerk and the City Attorney that the bid be awarded to Book Publishing Company located in Seattle, Washington. The operation of this company assures us that a representative will be in the local area at least once a month and that we will receive highly personalized service. Bids received were made on two alternatives: 600 pages and 900 pages, since it has not yet been firmly established what number of pages our Code will run, although the City Attorney estimates the figure will fall somewhere between the figure of 600 and 900 pages, with the estimate being safest at the upper limits.
