RESOLUTION NO. 13115
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE ISSUANCE OF A
COASTAL DEVELOPMENT PERMIT FOR DEVELOPMENT OF
THE NATURE INTERPRETIVE CENTER TEMPORARY
PARKING LOT WITHIN SDG&E RIGHT-OF-WAY
The City Council of the City of Chula vista does
hereby resolve as follows:
WHEREAS, the City of Chula vista Local Coastal
Program (LCP) has been certified by the California Coastal
commission; and,
WHEREAS, said LCP includes coastal development
permit procedures determined by the Commission to be legally
adequate for the issuance of coastal development permits and
the city of Chula vista has assumed permit authority of the
Chula vista Coastal Zone; and,
WHEREAS, a public hearing was duly noticed and
held on June 23, 1987 in accordance with said procedures;
and,
WHEREAS, the City Council of the city of Chula
vista, as the "approving authority" has reviewed and
considered the information in IS-87-64 and the temporary
parking lot development proposal.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the city of Chula vista as follows:
A. The city council hereby adopts Negative Declaration
IS-87-64; and
B. The City Council hereby finds, based on the follow-
ing findings, the proposed temorary parking facility
has been found to be consistent with the policies of
the certified Local Coastal Program.
1. The proposed off-site parking area for the Nature
Interpretive Center is a temporary facility to accommo-
date visitors to the Center until the development of
the Midbayfront which is anticipated to provide a
permanent parking facility. The subject project is
consistent with the project proposal of Coastal
Development Permit #1 (Nature Interpretive Center
Development) which designated off-site parking for
the center.

2. The project site is designated in the Bayfront
Specific Plan for parking. The project is located
within proximity of the "E" StreetjInterstate-5 inter-
change which will provide immediate access to the
project site. Public transit-shuttle service will
transport visitors between the parking lot and the
Nature Center, thereby eliminating private vehicle
trips and maximizing public transportation to provide
public access to a coastal-educational facility.
3. Development of the site entails minimal site
preparation which will result in minor grading
(scraping) of the project area. This activity will
occur prior to the months between November and April,
in compliance with grading provisions stated in the
certified Chula Vista LCP.
4. The Statewide and Regional Interpretive Guidelines
have been reviewed and the proposed development, which
enables public access to a coastal related resource by
extension of public transit service and is a support
facility to the visitor-serving Nature Center, has been
found to be in conformance with the public access and
public recreation policies in Chapter 3 of the Public
Resources Code.
BE IT FURTHER RESOLVED that the City Council of
the city of Chula vista hereby issues Coastal Development
Permit No. 021.

PROJECT NAME: Temporary Parking within the SDG&E Easement
PROJECT-LOCATION: Withi n the SDG&E transmi ssi on 1 i ne easement on the north
side of "E" Street west of Bay Boulevard
PROJECT APPLICANT: Redevelopment Agency of the City of Chula Vista

A. Proj ect Setti ng
The projeet site is located within the San Diego Gas and Electric Company
easement for transmission lines on the north side of "E" Street. The area
to the nòrth i s vacant and withi n the same easement. The area to the
south includes the "E" Street right-of-way and vaeant land farther to the
south. To the east is a ra il road ri ght-of-way, the Bay Boul evard pub 1 i c
right-of-way and additional vacant land. The area to the west is vacant.
There are no significant geol ogi cal or soil conditions that woul d
substantially affect the proposed project. There wi 11 be no substanti al
change in drainage, ground water or water quality conditions due to the
proposed project because of the use and its scale.
There are no known mi nera1 resources in the area nor will the project
si gnifi eantly reduce the quantity of prime agri cultura 1 lands. The 1 and
form of the site is essentially level. The most substantial air quality
problem is Interstate 5 which is located just to the east of the proposed
project. This is also the nearest source of any significant acoustical
impacts. However, due to intervening topography in the proposed use no
significant impacts are anticipated. The property has been used for
agrieu1tura1 purposes in the past and there are no biologieal or eultural
resourees present. There will be no need for any substanti al inerease in
eommunity infrastrueture eapaeity to serve the projeet. The projeet eould
i ndi reet1y in an i nerease in traffie beeause of the inereased parking
available to serve the Nature Interpreti ve Center on Gunpowder Point;
however, that increase is expeeted to be minimal and will not
substantially lower the serviee level of any aeeess road.
B. projeet Deseription
The projeet eonsi sts of the improvement of an area \1ithin an existing
easement for use as a temporary parking lot for approximately 50 spaces.
The parking lot would serve the Nature Interpretive Center on Gunpowder
Poi nt for an i nterim peri od of time. Improvements to the property woul d
inelude weed removal, minimal grading of the site, and plaeement of
eompaeted, deeomposed granite (or simil ar materi al) on the site and the
erection of a sign indicating the use of the parking facility.

C. Compatibility with Zoning and Plans
The Bayfront Spec ifi e Plan designates the area of this projeet as
landscaped parking. The provision of this temporary parking faeility is
consistent with that land use control.
D. Identifieation of Environmental Effeets
The Initi a 1 Study on thi s proj eet i dentifi ed only one potentially
signifieant environmental effect; that was "the reduction of currently or
potentially productive agri eul tura 1 lands." The project site has been
used for agricultural purposes in the past. However, under the adopted
Local Coastal Program and the Bayfront Speeific Plan, conversion to other
uses is fostered. There is no prime agricultural soil on the property.
There a re no known other envi ronmental effeets whieh eould effeet this
project or be effected by this projeet.
E. Findings of Insignificant Impact
1. The projeet site eontains no natural or manmade resourees that would
be significantly impaeted by this proposed interim parking facility.
2. This interim use will have no potenti al to effeet the long-term
environmental goals of the Bayfront Plan. The Bayfront Plan-
designates this area for landscaped parking.
3. Beeause of the mi nimal size of the proposed faeility, the minimal
change in the envi ronment that wi 11 result from its impl ementati on
and its basic consistency with the Bayfront Specifie Plan there are
no ineremental effects that could be construed to be eumulative in
nature.
4. There are no eonditions in the project environment whieh eould
significantly affeet any human beings utilizing the facility nor
would the operation of the facility substantially impact any human
beings.
