RESOLUTION NO, 7066
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA OPPOSING THE REVENUE CONTROL AND TAX LIMITATION
INITIATIVE TO BE VOTED ON BY CALIFORNIA VOTERS ON
NOVEMBER 6, 1973
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the people of the State of California will be voting
on November 6, 1973, on a Constitutional Amendment known as the Revenue
Control and Tax Limitation Initiative, and
WHEREAS, the initiative places in the Constitution an extremely
complicated system limiting the ability of elected representatives to
respond to changing economic conditions and changing needs for services,
and
WHEREAS, the limiting of state expenditures will result in the
state reducing its payments to cities, counties, schools and other local
governments because about two-thirds of the state budget consists of
such payments, and
WHEREAS, in order to compensate for such reductions in state
payments, local governments will either have to cut needed services,
increase property taxes or impose new taxes, and
WHEREAS, the initiative prohibits a reduction in state pay-
ments for homeowners and business inventory exemptions, but permits cuts
in senior citizen property tax assistance and renters tax relief, and
WHEREAS, the provision of providing an ongoing income tax
reduction as against a cut in the sales tax would place a heavier share
of taxes on low and middle income people and would benefit those with
higher income, and
WHEREAS, the projecting of personal income and state revenues
fifteen years into the future under tYie initiative's formula for li-
miting expenditures is highly speculative, and
WHEREAS, the initiative actually makes it easier to increase
local property and sales taxes than at the present time, and
WHEREAS, the provision for state reimbursements to local gov-
ernments for state mandated programs contains four exceptions to the
existing law which will result in increased local government costs or
the cutting of other local services, and
WHEREAS, the initiative makes no provision for adjusting state
expenditure levels if the cost of programs now financed by ttie federal
government is shifted to the state.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby oppose the Revenue Control and Tax
Limitation Initiative and urges all Chula Vista residents to reject
this measure on November 6, 1973.
