RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA AUTHORIZING APPROVAL OF r7EP-ZORANDUM OF UNDERSTANDING
WITH COMPREHENSIVE PLANNING ORGANIZATION REGARDING SB 325
FUNDS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, in order to receive the City of Chula Vista's approved
SB 325 funds, a memorandum of understanding must be consummated with the
Comprehensive Planning Organization, and
WHEREAS, this agreement is merely a delineation of voluntary
programs and obligations currently in effect and no new policy matters
or administrative actions are involved.
NOW, THEREFORE, BE IT RESOLVED that that certain memorandum
of understanding between THE CITY OF CHULA VISTA and THE COMPREHENSIVE
PLANNING ORGANIZATION, regarding SB 325 funds, dated the 30th day of
October , 1973, a copy of which is attached hereto and incor-
porated herein, the same as though fully set forth herein be, and the
same is hereby approved.
BE IT FURTHER RESOLVED that the Mayor and the City Manager
of the City of Chula Vista be, and they are hereby authorized and
directed to execute said memorandum of understanding for and on behalf
of the City of Chula Vista.

of eb .r , 1973, beta een San Diego Comprehensive Planning Organi-
zation (hereinafter referred to as CPO), and the CITY OF CHUL_<i ~rISTA (herein-
after referred to as City), a public transit operator as defined in the State of
California Transportation Development Act of 1971, for the purpose of assuring
a cooperative and mutually beneficial working relationship between the Compre-
hensive Planning Organization and the transit system operators ~~rithin the region
to provide comprehef~sive, effective and coordinated transit services.
RECITALS:
The Transit Coordination Committee, a technical advisory committee to
the Comprehensive Planning Organization, serves the following purposes:
(a) Providing a regular and continuing means for the coordination of
the planning, improvement and operation of mass transportation
systems consisteni with the comprehensive plan for the development
of the region,
(b) Establishing a means of regular communication between local
transit operators and Comprehensive Planning Organization re-
lating to the needs, opportunities and status of mass transporta-
tion in the region. .
(c) Coordinating the dissemination of information concerning mass
transportation services in the region.
(d) Assisting, upon request, in the voluntary resolution of pro-
blems relating to the coordination of schedules, routes, fares
and levels of service affecting one or more transit operators.
(e) To allow private transit operators full committee participa-
tion for expressing and coordinating their interest in public
transportation.
(f) To work together in an effort to meet all provisions required
by Federal and State laws and administrative directives and
guidelines for coordinated transportation planning and operations
in order to assure the region's ability to meet Federal and State
f' requirements for continued financial support for mass transit.

NOti~T, TJIJ/'RE.rORE, i.n consideration of the mutual benefits to the parties
hereto and to mass transportation v,~it)'iin the region:
1. City agrees to designate a representative of the City's transit
system to serve as a regular member of the Transit Coordination
Committee.
2. Regarding transit problems that are not able to be resolved
through the usual voluntary processes, the City agrees to use the
Transit Coordination Committee as a forum for the discussion of
such problems, requesting a recommendation for resolving said
problem. This recommendation would then be referred for con-
sideration and final resolution to the policy bodies of the concerned
parties, respecting each party's authority to ultimately make their
own operational decisions.
3. City agrees to cooperate ir. any planning efforts necessary to
assure the incorporation or full coordination of its transit system
with any existing or future proposed transit systems in its area.
4. CPO agr. ees to assist the City with continued financial support
through endorsement of applications for mass transportation funding,
as long as those applications have been developed through coopera-

local and regional plans.
