HomeMy WebLinkAboutReso 1987-13188 RESOLUTION NO. 13188 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AMENDMENT TO THE CONTRACT WITH JHK & ASSOCIATES FOR DEVELOPMENT OF THE CIRCULATION ELEMENT FOR THE GENERAL PLAN, AND APPROPRIATING FUNDS THEREFOR The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, in November 1986, Council awarded a contract to the firm of JHK & Associates to update the Circulation Element of the General Plan, and WHEREAS, at the time, it was expected that the transportation planning computer model runs performed by SANDAG as part of the Otay Mesa Task Force Study would be used as the basis for this general plan work, and WHEREAS, during the review of PRC's land use scenarios, it has become apparent that this computer modeling will not accurately reflect PRC'S proposed growth scenarios for the Eastern Territories unless modified, and WHEREAS, approval of the attached amendment to the consultant's contract will authorize this modification and allow the General Plan Update to proceed on schedule. NOW, THEREFOREt BE IT RESOLVED that the City Council of the City of Chula Vista that the "Scope of Work" portion of the November 1986 contract is hereby amended to include the "Proposed Scope of Work" shown in the letter proposal from JHK & Associates dated June 29, 1987, attached hereto as Exhibit "A" and incorporated herein by reference as if set forth in full. BE IT FURTHER RESOLVED that the compensation portion of the contract is amended to increase it in an amount not to exceed ~7,254 as set forth in detail in the cost estimate of said proposal. BE IT FURTHER RESOLVED that the sum of $7,000 be, and the same is hereby appropriated from the unappropriated balance of the EastLake I Development Impact Fund for the additional work. The proposal describes the work activities for modifying the transportation analysis zone (TAZ) network for the Eastern Territories and Central Chula Vista Planning Areas as well as assigning the projected land use for the three PRC growth scenarios to these zones. These activities were not in the previous 3HK scope. This information will serve as input to the SANDAG planning model and our work will be closely coordinated with Mr. Mike Hix and the City of Chula Vista. This proposal includes a cost estimate to account for the anticipated manhours or level of effort that will be required to perform these tasks. Please review this revised proposal and advise us of your comments. We have begun work on modifying the Otay Mesa TAZ system and are currently in the process of assigning Year 2005 land use to these zones. The scope of work covers activities associated with the (i) modification of TAZ's that were contained in the Otay Mesa Task Force Study and (2) assigning the PRC Year 2005 land use data for the Eastern Territories and Central Chula Vista to the new TAZ's. The following task descriptions define the scope of work that has been or will be followed by 3HK. TRANSPORTATION ANALYSIS ZONE MODIFICATIONS The current scope of work does not include a task for the restructuring of the TAZ system that is being used for this Circulation Element work. The TAZ system that was developed for, and used in the SANDAG modeling for the Otay Mesa Study was selected as a basis for this General Plan work. However, during the review of the PRC land use scenarios for the Eastern Territories and Central Chula Vista it became apparent that the original TAZ structure was not suitable to accurately reflect the proposed growth scenarios. Thus, at the suggestion of SANDAG/3HK and at the request of this City of Chula Vista, 3HK has restructured the Otay TAZ map to establish new TAZ boundaries to reflect the land use layout proposed by PRC. This task has been completed by 3HK in response to City decisions and directires. ASSIGN PRC LAND USE TO RESTRUCTURE TAZ MAP 3HK has also been instructed by the City of Chula Vista to assign the land use projections associated with each of the PRC sceanrios for Eastern Territories and Central Chula Vista to the revised TAZ system. This task is also beyond the original scope of work and involves detailed examination of the PRC scenario maps and background documentation to gain a full understanding of the content of each of the three scenarios. The result of the assignment exercise will be submitted to PRC for proofing prior to submitted to SANDAG for modeling purposes. This activity will be completed in July~ 1987o COST ESTIMATE The cost to achieve the scope of work described above is $7~25t~. This cost estimate is based on the level of effort and associated cost elements shown in the following ~able. This estimate re£1ects a combination of costs incurred in performing the work completed and our understanding of ongoing work to be completed as described in this proposal.
