ITEM TITLE: Resolution - Setting Date of a Public Hearing to Consider
the Deferral of Undergrounding Requirements -
Bonita Ridge Estates Unit No. 1 Subdivision

On October 18, 1974, Bonita Hills Properties, developers of Bonita
Ridge Estates Unit No. 1 Subdivision submitted an application with
the required $50.00 fee for deferral of undergrounding the 12KV
power line on Otay Lakes Road, in accordance with Section 34.104
of the City Code.
Article 1 of Chapter 34 of the City Code requires the undergrounding
of power transmission lines up to 60,000 volts located within new
subdivisions. In this instance there are two power transmission
lines of 6gKV and 12KV on the same power poles. It is impractical
to underground the 12KV line and leave the 69KV line on poles.
The estimated cost of undergrounding the 12KV line is $21,520.00.
A contingency of $3,480.00 makes a total cost of $25,000.00. San
Diego Gas & Electric Company estimated a cost in excess of $200
per lineal foot to underground the 69KV line.
Section 34.104 of the City Code provides that the Council may defer
the requirement of undergrounding existing utilities in a subdivision
if the Council finds from the evidence presented at the public hearing
that all of the following facts exist:
1. That extraordinary conditions exist to the extent that
enforcement of this subsection would result in unnecessary
hardship to the subdivider or the utility company.
