Public hearing - Consideration of revision in General Plan from High
Density Residential (13-26 DU/Ac.) to Administrative and Professional
ITEM TITLE: Commercial for approximately 1.2 acres located on the north side of
G Street between Third and Del Mar Avenues
Resolution - Amending the General Plan of the City of Chula Vista for
approximately 1.2 acres located on the north side of G Street

BACKGROUND
The Environmental Review Committee reviewed the Initial Study application for this
project on August 29, 1974 and issued a Negative Declaration of Environmental Impact
for the following reasons:
1. There are no significant environmental factors involved which would be
adversely affected by the project.
2. The project conforms to the long term environmental goals of the City of
Chula Vista in encouraging development of commercial activity near the city
center.
3. There are no growth inducing impacts generated by this project, as it is
centrally located.
4. This project has no significant adverse direct or indirect effects on
human beings.
The Negative Declaration was not appealed and became final on September 13, 1974.
B. ANALYSIS

Commission-Board Recommendation: On October 30, 1974 the Planning Commission by
a 6-0 vote adopted a resolution recommending that the City Council amend the
General Plan to change the designation of the subject property from High Density
Residential (13-26 DU/Ac.) to Professional and Administrative Commercial.

3. This property is currently zoned C-O-P and the majority of it is being
used for that purpose. A change in the General Plan designation is necessary to
bring the General Plan and zoning into conformance.

RESOLUTION OF THE CITY PLANNING COh1MISSION RECOMMENDING TO THE EXHIBIT
CITY COUNCIL AN Af~?ENDi~iL-:NT TO THE GENERAL PLAN FOR APPROXIMATELY
1.2 ACRES LOCATED ON TFIE NORTH SIDE OF G STREET BETWEEN THIRD
AND DEL MAR AVENUES
WHEREAS, the City of Chula Vista has an adopted General Plan, and
WFIEREAS, State law requires that zone designations of property conform to
the General Plan, and
WHEREAS, the General Plan designates approximately 1.2 acres located on
the north side of G Street between Third and Del Mar Avenues as High Density
Residential (13-26 DU/Acre), and
WHEREAS, this property is currently zoned C-O-P, and
WHEREAS, the City Planning Commission set the time and place for a hearing
to consider a revision of the General Plan relating to the designation of this
1.2 acres, and notice of said hearing, together with its purpose, was given by the
publication in a newspaper of general circulation in the City at least 10 days prior
to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
October 30, 1974, in the Council Chamber, Civic Center, before the Planning Commission
and said hearing was thereafter closed.
NOW THEREFORE BE IT RESOLVED AS FOLLO!dS:
1. From facts presented to the Commission, the Commission finds tf~at
public necessity, convenience and general welfare require the adoption of an
amendment to the General Plan to change the designation of approximately 1.2 acres
of property located on the north side of G Street between Third and Del Mar Avenues
(as shown on attached plat), from High Density Residential (13-26 DU/Acre) to
Professional and Administrative Commercial.
2. Findings of fact in support of said determination are as follows:
a. A change in the General Plan designation is necessary to bring the
General Plan and zoning into conformance.
b. The majority of the property is in Professional and Administrataive
Office uses.
c. This use will serve as a buffer between retail commercial use on
Third Avenue and residential use on Del Mar Avenue.
3. The Planning Commission recommends to the City Council that said
amendment to the General Plan be adopted.
4. That this resolution be transmitted to the City Council.
