[ 3c ] CHULA VISTA CITY COUNCIL MEETING OF: November 26, 1974 Public hearing - Consideration of revision in General Plan from Medium Density Residential (4-12 DU/Ac.) to Visitor Commercial for approxi- ITEM TITLE: mately 7.5 acres located at the northwest corner of Telegraph Canyon Road and I-805 Resolution - Amending the General Plan of the City of Chula Vista for approximately 7.5 acres located at the northwest corner of Telegraph INITIATED BY: Canyon Road and I-805 Director of Planning , A. BACKGROUND The subject property was rezoned from R-1 to C-V-P in January 1970 subject to approval of a precise plan by the Planning Commission and has subsequently been graded as a borrow pit for the construction of I-805. B. ENVIRONMENTAL IMPACT The Environmental Review Committee reviewed the Initial Study application for this project on August 29, 1974 and issued a Negative Declaration of Environmental Impact for the following reasons: 1. There are no significant environmental features involved which would be adversely affected by the project. Virtually all natural features have already been removed in the grading process. 2. The project conforms to the long range environmental goals of the City of Chula Vista by encouraging commercial activities in appropriate locations. 3. There are no growth inducing impacts generated by this project. The location is surrounded by already, or soon to be, developed land. 4. The project has no significant adverse effects on human beings. It will provide opportunities for rest and refreshment of visitors to the City and region who travel the freeway. Agreement [ ] Plat [X ] See EXHIBITS [ ~ No. 1-2-3 Commission-Board Recommendation: On October 30, 1974 the Planning Commission by a 6-0 vote adopted a resolution recommending that the City Council amend the General Plan to change the designation of the subject property from Medium Density Residential (4-12 DU/Ac.) to Visitor Commercial. Adjacent zoning and land use: North - R-1 Vacant South - R-1 Vacant East - R-1 Vacant West - R-1 Greg Rogers Park 3. The Parks and Recreation Element of the General Plan projects a need for 28 acres of park land in this service district to serve the 1990 population. The current park acreage in this park district is 37, an excess of 9 acres over projected 1990 needs. 4. The General Plan currently designates this property as Parks and Public Open Space and since it is not part of the existing park it is necessary to change the designation to keep the General Plan and zoning in conformance. As properties in this area are zoned R-1, the appropriate General Plan designation is Medium Density Residential (4-12 DU/Ac.) RESOLUTION N0. PCP1-74-22-B •~ RESOLUTION OF THE CI=,Y PLANPJING COMMISSION RECOMMENDING TO THE ~NIBII° CITY COUNCIL AN AMENDt~tENT TO THE GENERAL PLAN FOR APPROXIMATELY 7.5 ACRES LOCATED AT NORTHiJEST CORNER OF TELEGRAPH CANYON ROAD AND I-805 WHEREAS, the City of Chula Vista has an adopted General Plan, and WHEREAS, State law requires that zone designations of property conform to the General Plan, and WHEREAS, the General Plan designates approximately 7.5 acres located west of I-805, north of Telegraph Canyon Road, as Medium Density Residential (4-12 DU/Ac.), and WHEREAS, the subject property was rezoned from R-1 to C-V-P in January, 1970, and WHEREAS, the City Planning Commission set the time and place fora hearing to consider a revision of the General Plan relating to the designation of this 7.5 acres, and notice of said hearing, together with its purpose, was given by the publication in a newspaper of general circulation in the City at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m. October 30, 1974, in the Council Chamber, Civic Center, before the Planning Commission and said hearing vras thereafter closed. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Commission finds that public necessity, convenience and General welfare require the adoption of an amendment to the General Plan to change the designation of approximately 7.5 acres of property located west of I-805, north of Telegraph Canyon Road (as shown on attached plat), from Medium Density Residential (4-12 DU/Ac.) to Visitor Commercial. 2. Findings of fact in support of said determination are as follows: a. As the property is currently zoned C-V-P it is necessary to change the General Plan to bring it into conformance with the zoning. b. The proximity of the property to the southbound off ramp of I-805 enhances the visitor commercial potential of the site. c. Vicitor Commercial uses are compatible with the Neighborhood Commercial uses to the south. 3. The Planning Commission recommends to the City Council that said amendment to the General Plan be adopted. 4.
