The State Planning and Zoning Law (Government Code) requires that each city and county shall prepare and adopt a Safety Element. The complete legislative charge is embodied in Section 65302.1, which reads: "The general plan shall include, in addition to the elements specified in Section 65302, a safety element for the protection of the community from fires and geologic hazards including features necessary for such protection as evacuation routes, peak load water supply requirements, minimum road widths, clearance around structures, and geologic hazard mapping in areas of known geologic hazards." 2. The Safety Element is a companion general plan of the Seismic Safety Element, which the City Council recently referred to the Planning Commission. While the Safety Element covers fire safety and seismic safety, it concentrates on the former. Seismic hazards are definitively addressed in the Seismic Safety Element. ANALYSIS 1. The text of the element reviews past and current disaster, safety, and emergency planning activity within the City of Chula Vista and San Diego County, and refers to the Emergency Plan of Chula Vista, the Emergency Plan of the Unified San Diego County Emergency Services Organization, and this municipality's several safety-oriented plans, programs, and ordinances. The text, under the "Introduction," also notes that "the purpose of this general plan is the establish- ment of long-range, comprehensive, and general policy which will provide existing and future safety programs direction, continuity, order, and substance." 3. The Safety and Seismic Safety Elements are complementary general plans, and are designed to promote the long range, comprehensive, and general safety of the Chula Vista Planning Area and its constituent communities. While the principal goal of the Safety Element is fire safety, the Seismic Safety Element will emphasize safety with respect to geologic hazards. The evacuation routes, peak load water supply requirements, minimum road widths, and clearances around buildings addressed in the Safety Element, however, are also designed to promote geologic safety. The intermeshing of the two elements is further demonstrated in the Safety Element's inclusion of mapped geologic faults in its plan diagram. 4. The tersely stated goal and general objectives of the Safety Element are followed by eleven statements of policy, which constitute the constitution of the general plan in question, and the bases for the subsequent standards and design proposals. The said statements of policy directly address the charge incorporated in Section 65302.1 of the Government Code. 5. Under "Fire Safety in 1990 - The Fire Safety Plan," the element foresees that the City of Chula Vista will eventually require eight fire stations, including the four in existence. The eight stations within the municipality, and the three County fire facilities adjacent thereto, are generally located on the plan diagram. The diagram also indicates evacuation routes and emergency centers. Some of these centers are located at the SDG&E facility in the Bayfront community, Fredericka Manor, Chula Vista High School, the Broadway Department Store, the Community Congregational Church, and Southwestern College. 6. The design and location of future fire stations is addressed under the Safety Element's "Standards and Design Proposals," to wit: a. As a general rule, fire stations shall be distributed so as to provide an average engine response time of four minutes, after receipt of alarm, to all urbanized parts of the municipality. b. The precise location of fire stations shall be determined by the following factors: 1) Land Use Pattern, residential density, and building intensity. 2) Street patterns and traffic volume. c. Fire stations should be sited on arterial streets or collectors. If circumstances require the location of afire station on a minor street, the said minor street should lead directly to an arterial street or collector. d. Fire stations, where practicable, should be located on corner lots, or lots with primary and secondary (alley) access. Stations should be situated a minimum of three hundred feet from signalized intersections. e. Fire station sites must be large enough to accommodate a station office, living quarters for the on-duty personnel, areas for apparatus storage and maintenance, offstreet parking, and environmental amenities, such as land- scaping and walks. Where stations are located in areas of anticipated growth, the fire station site should be of adequate size to accommodate planned expansion. New fire stations should be built to house no less than two apparatus. f. The design of fire stations should be environmentally and aesthetically compatible with adjacent land uses. g. The siting of fire stations within the City of Chula Vista shall be consonant with the standards of professional fire-fighting practice. The standards of the Tnsurance Service Office shall, where practicable, and responsive to local circumstances, be employed as preliminary guidelines. 7. The last two paragraphs of the text express the City of Chula Vista's recognition of its continuing need for fire safety, and its determination to protect the people and property within its jurisdiction. "The provision of effective fire protection is dependent on the extancy of adequate water, adequate water lines, and adequate water pressure. Chula Vista's growth, therefore, should be gauged by its source of domestic water, and its capacity to provide domestic water during periods of peak demand and emergencies. "The Fire Department and other municipal line agencies concerned with public safety propose to effectuate the element through the employment of concerted action, and public and staff educational programs." ~~ .. y. • RESOLUTION) N0. PCM-74-24 RESOLUTION OF THE CITY PLANNING C01~!MISSIUN APPROVING AND RECOMMENDING TO THE CITY COUNCIL THE ADOPTION OF TtIE SAFETY ELEMENT OF THE GEIJ~RAL PLAN OF TIIE CITY OF CHULA VISTA WHEREAS, the City of Chula Vista has an adopted General Plan, and WHEREAS, Section 65302 (1) of the California Government Code requires that a Safety Element be a part of all City and County General Plans, and WHEREAS, the City Planning Department conducted a work program t'o insure that the Safety Element will fulfill the State guidelines for the protection of the community from fires and geologic hazards and WHEREAS, the City Planning Commission considered the proposed Safety Element at a public hearing held on October 23, 1974, notices of which were given in the manner prescribed by law. NOW THEREFORE BE IT RESOLVED that the Planning Commission does hereby approve the attached document entitled Safety, An Element of the General Play. BE IT FURTHER RESOLVED that the City Planning Commission recommends that the City Council adopt said document as the Safety Element of the General Plan, City of Chula Vista.
