RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING ISSUANCE OF COASTAL
DEVELOPMENT PERMIT #013 TO SANTA FE LAND
IMPROVEMENT COMPANY FOR THE REMOVAL OF WEEDS FROM
THE PORTION OF THE MIDBAYFRONT UPLAND OF THE
IO0-FOOT MARSH BUFFERS
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the Chula Vista Bayfront Local Coastal Program (LCP) was
certified by the California Coastal Commission; and,
WHEREAS, said LCP includes coastal development permitting procedures
determined by the Coastal Commission to be legally adequate for issuance of
Coastal Development Permits; and,
WHEREAS, the City of Chula Vista has assumed permit authority over
the Chula Vista Coastal Zone; and,
WHEREAS, a public hearing was held on August 4, 1987, in accordance
with said permitting procedures; and,
WHEREAS, the City Council of the City of Chula Vista as the approving
authority has reviewed the request for the removal of weeds from the portion
of the Midbayfront ownership of Santa Fe Land Improvement Company upland of
the lO0-foot marsh buffers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista finds, based on the following findings, that the proposed removal
of weeds from the portion of Santa Fe Land Improvement Company's Midbayfront
ownership upland of the lO0-foot marsh buffers is consistent with the policies
of the Chula Vista Bayfront LCP.
1. The removal of weeds from the portion of Santa Fe Land
Improvement Company's Midbayfront property upl and of the 100-foot
marsh buffer is consistent with the planned residential, commercial,
industrial business park, and public open space usage of the site
identified in the certified LCP.
2. The weed removal does not require grading, so the prohibition on
grading between November 1 and April 1 does not apply.
3. The weed removal would improve the visual quality of the
Midbayfront and thus is consistent with the LCP form and appearance
guideline which states "Improve the visual quality of the shoreline
by promoting public and private uses which provide proper
restoration, landscaping, and maintenance of shoreline areas".
4. me weed removal would also remove a blighting influence on the
area consistent with the form and appearance guideline which states
"Remove, or mitigate ~ landscaping, structures or conditions which
have a blighting influence on the area".
BE IT FURTHER RESOLVED that the Ci~ Council of the Ci~ of Chula
Vista hereby issues Coastal Development Petit ~O13 for removal of weeds from
the portion of the Midbayfront upland of the lO0-foot marsh buffers in Santa
Fe Land Improvement Compa~'s ownership.
