[ 7 ] CHULA VISTA CITY COUNCIL MEETING OF: November 12, 1974 ITEM TITLE: Resolution - Calling a Public Hearing to Determine Whether Public Necessity, Health, Safety or Welfare Requires the Formation of an Undergrounding Utility District on Bonita Road from Willow Street West to the City/County Boundary INITIATED BY: RA('K(;R(liiNTl Director of Public Works/City Engineer The County of San Diego is proposing to widen Bonita Road from the I-805 Freeway easterly to Willow Street. In conjunction with this widening project the County is also proposing to underground the overhead utility lines. A portion of their widening and under- ground project lies within the boundaries of the City of Chula Vista. The area of the City which lies within the proposed undergrounding district is shown on the attached exhibit labeled Bonita Road Underground Utility District. The County Board of Supervisors adopted a Resolution of Intention to form an underground utility district along Bonita Road between the I-8o5 Freeway and Willow Street on October 15, 1974. The Resolution of Intention along with the map entitled Bonita Road Underground Utility District has been filed with the Clerk of the Board of Supervisors as Document No. 495104. The Board of Supervisors set a public hearing for November 13, 1974 at 9:30 A.M. in the Board of Supervisors North Chamber to hear interested persons and to ascertain whether the public health, safety or welfare requires the removal of poles, overhead wires and associated overhead structures, and the underground installation of wires and facilities for supplying electric communication or similar associated service in the district. City Council approve resolution calling a public hearing to determine whether public necessity, health, safety or welfare require the formation of an undergrounding utility district on Bonita Road from Willow Street westerly to the City/County boundary. 2. The City Council set a public hearing on December 10, 1974 to City Manager Recommendation: Concur (Continued on Supplemental Sheet) ~J AGENDA ITEM N0. 7 Subplemental Sheet No. 1 The Board of Supervisors has conditioned their Resolution of Intention that the creation of the underground utilities district is to be contingent upon the City of Chula Vista formulating a district on that portion of Bonita Road between Willow Street and Lynwood Drive which lies within the City of Chula Vista. There will be no cost to the City of Chula Vista for the undergrounding of overhead facilities which lie within the City. The entire cost of under- grounding the utilities within the district will be paid for by the County out of funds allocated to the County by San Diego Gas & Electric Company. The portion of the district within the City of Chula Vista affects only three properties. One of the properties currently has under- ground services, one property is not developed and therefore has no service and the third property will continue to receive overhead service from a pole outside the boundaries of the proposed district. A transparency is available for Council viewing.
