ITEM TITLE: Resolution - Approving Tentative Map of Encore Bonita Estates
Subdivision, PCS-74-6

A. BACKGROUND
The project location and description, and the environmental review process, has
been previously discussed by a preceding agenda item on the PUD site plan (PUD-74-3).
It will not be repeated herein. In brief summary, the applicant proposes to resub-
divide the 22.2 acre project into 96 single family lots and retain 8 townhouse lots.
This proposal will reduce the number of units from 180 as originally approved to
104 units. A copy of the tentative map (revised 10/11/74) will be displayed at
the meeting.
B. ANALYSIS
The tentative map is ready for approval with the following notes:
1. Certain minor additional information needs to be shown on the tentative map,
such as location of bike path on Buena Vista Street section and drawing of a
typical 36' street section for the private road.
2. Landscaping and irrigation of the bike path area, as well as other unplanted
areas, will be required in conjunction with this project.
3. Certain changes will need to be made in the public improvements, including the
widening of alley "I", the elimination of certain parking bays, and the construc-
tion of two pedestrian pathways.
4. Park land.
Since the subdivider is proposing to reduce the number of dwelling units from 180

Financial Statement:
Commission-Board Recommendation: The Planning Commission voted 6-0 on October 23,
1974 to recommend that the City Council approve the tentative map PCS-74-6 for
Encore Bonita Estates, subject to the conditions set forth in the attached letter
dated October 28, 1974.

to 104, the need for park land is theoretically reduced. The original park land
needs were computed for both Units 1 and 2 of E1 Rancho del Rey, and such needs
were satisfied by the 9± acres of developed park land now located within Unit 1.
Additional park land was acquired from the Candlewood subdivision and the City is
now waiting to accrue funds to develop it. The point of this discussion is that
all park land assets which could theoretically be used to provide the applicant
with a credit or rebate is tied up in land and improvements. These park lands and
improvements are part of the overall land use plan for PUD Area "A", which included
among other uses, 180 townhouses in the project in question.
The fact that the applicant has experienced unfortunate market experience with
the townhouses and is now choosing to change the housing concept to regain a
competitive position in the market, is not adequate justification, in staff's
opinion, for altering the park land concept.
Although the applicant should not have to pay any additional moneys into the park
fund, it is equally important that the City adhere to the original park land concept;
accordingly, credits or rebates for reduced park land requirements should not be
given, since such action would delay the implementation of the park plan for the
future residents of this project as well as other present and future residents
within this Park Service District.
5. School Facilities.
In the attached Planning Commission letter of approval, condition No. 5 stated
the need for a letter from the elementary school district prior to City Council
approval of the tentative map indicating that school facilities would be available.
The staff has now received such a letter and thus the subdivider complies with
Council Resolution No. 6762 regarding the availability of public facilities for
this subdivision.
C. FINDINGS
The proposed resubdivision map for Encore Bonita Estates is consistent with the
Chula Vista General Plan and satisfies the State Subdivision Map Act requirements
(Sec. 11549.5) and the Chula Vista Subdivision Ordinance.
