ITEM TITLE: Resolution - Approval of Preliminary Plans, Outline
Specification and Cost Estimate for New Chula Vista
Animal Shelter and Authorizing the Architect to Proceed
with Phase 3 - Working Drawings and Specifications

BACKGROUND
William A. Smith, Architect, submitted the preliminary plans, out-
line specification and cost estimate to the staff for review on
October g, 1974. Staff reviewed the preliminary plans, made
comments and suggested revisions to the plans and met with the
architect on October 25, 1974.
The preliminary plans conform to the schematics approved by the City
Council on August 6, 1974 by Resolution No. 7407. The entire facility
provides for approximately 958 square feet of office area, 579 square
feet of work area, 3,946 square feet of kennel area in addition to a
400 square foot service yard. The architect's estimated cost for the
facility is $133,772 which includes 15% for overhead and profit and
10% for contingencies and escalation. Less overhead and contingencies
amounting to 25%, the estimated construction cost of the shelter is
$105,749•
The report from the Soils Engineer shows that existing soil conditions
on the site are highly expansive. The top one foot of soil is very
organic. Because of the existing soil conditions the Soils Engineer
has recommended two alternatives. The first is to design the footings
and foundations and slabs to withstand the potential expansion of the
soil or second, remove the upper three feet of soil and replace it
with imported, non-expansive, select material. Staff's review and
recommendation to the architect is to remove the top one foot of
organic soil and to import three feet of select material over the

entire building and kennel area. This will raise the pad and floor
elevation of the shelter approximately two feet and at the same time
eliminate the cost of excavating two feet of additional on-site
material. The additional cost of grading the site is not included
in the architect's estimate. However, this additional cost is
estimated to be $6,000. The cost of providing a temporary private
sewer system consisting of a septic tank and cesspool is included
in the architect's estimate. If gravity sewer is available it is
expected that the cost of connecting to the gravity sewer would be
the same as constructing the private sewer system. Taking into
account the additional cost of grading, the total estimated cost
for building the animal shelter including overhead and contingencies
is about $140,000 which is within the $150,000 limit approved by
the City Council.
