RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ESTABLISHING AN AFFIRMATIVE ACTION POLICY TO
REALIZE THE ACKNOWLEDGED GOAL OF EQUAL ED4PLOYMENT
OPPORTUNITIES FOR MINORITY AND DISADVANTAGED PERSONS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista continues to firmly support
a policy of Equal Opportunity Employment, and
WHEREAS, it is a matter of general knowledge and common con-
cern that many factors in our society have had the effect of excluding
or limiting minorities, women and other disadvantaged persons from
employment opportunities equal to those enjoyed by others, and
WHEREAS, the City of Chula Vista, as a public employer,
recognizes that it has a particular responsibility to take whatever
actions possible to remove artificial barriers to equal employment
opportunities for minority and disadvantaged persons, and
WHEREAS, the Civil Service Commission and the Human Relations
Commission of the City of Chula Vista have reviewed the policies set
forth herein and recommend their adoption by the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista, in order to provide direction and authority in
the administration of the City's personnel system, the City Council
hereby adopts the following as a Policy Statement of Affirmative
Action to guide its own efforts, and those of the boards and commis-
sions, the City Manager, all department heads and other management
and supervisory personnel.
BE IT FURTHER RESOLVED, by the adoption of this Policy State-
ment, the Council intends that it serve as both the guideline for the
City's Affirmative Action Program, and to reaffirm and clarify the
City's public commitment as an Equal Opportunity Employer or minority
and disadvantaged job applicants and employees.
The City of Chula Vista shall:
1. Act to ensure that an individual's compensation, terms,
conditions, or privileges of employment shall not be affected
by such individual's race, color, religion, sex, national
origin, or other non-merit factors, as provided by law.
2. Encourage and stimulate the employment of minority and
disadvantaged persons throughout the City work force.
3. Ensure that all selection procedures used by the City
for employing and upgrading be valid and practical
4. Seek appropriate. changes in the City Charter to enable
the carrying out of the Affirmative Action Program. Appro-
priate changes to City ordinances and resolutions, Civil
Service Rules and Regulations, and departmental rules and
procedures shall also be considered.
5. Invest the direction of a complete Affirmative Action
Program to the City Manager, and the coordination of such
program to the Director of Personnel.

6. Commit the responsibility for implementation of such
program to all City personnel, particularly management
and supervisory personnel.
7. Require any employee organization that seeks recognition
for purposes of meeting and conferring in good faith as a
representative of City employees to support and comply with
the intent and direction of the City Council as expressed
herein.
8. Take all possible steps in accordance with Federal and
State laws and regulations to ensure that businesses with
whom the City has commercial relationships are committed to
and comply with the City's Affirmative Action Policy and
Program.
