State law generally prohibits the Council from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Council may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. WORKSHOP Council Workshops are for the purpose of discussing matters that require extensive deliberation or are of such length, duration or complexity that the Regular Tuesday Council Meetings would not be conducive to hearing these matters. Unless otherwise noticed on this agenda; final Council actions shall be limited to referring matters to staff. • PRESENTATION BY DEVELOPMENT SERVICES HOUSING DIVISION OF HOMELESSNESS IN OUR REGION • PRESENTATION OF A PROCLAMATION TO DON HUNTER OF SOUTHBAY HOMELESS ADVOCACY COALITION, PROCLAIMING NOVEMBER 12TH -20TH AS NATIONAL HUNGER AND HOMELESSNESS AWARENESS WEEK ACTION ITEMS The item(s) listed in this section of the agenda will be considered individually by the Council and are expected to elicit discussion and deliberation. CONSIDERATION OF ENDORSING THE REGIONAL KEYS TO HOUSING TOOLBOX Staff recommendation: Council adopt the following resolution: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ENDORSING THE KEYS TO HOUSING TOOLBOX WHICH IDENTIFIES REGIONAL STRATEGIES AND ACTIONS TO ADDRESS FAMILY HOMELESSNESS (Assistant City Manager/Director ofDevelopment Services) ADJOURNMENT to the next Regular City Council Meeting on November 8, 2011, at 4:00 p.m., in the Council Chambers. Materials provided to the City Council related to any open-session item on this agenda are available for public review at the City Clerk's Office, located in City Hall at 276 Fourth Avenue, Building 100, during normal business hours.
