RESOLUTION OF TiiE CITY COUNCIL OF THE CITY OF CHULA
VISTA ESTABLISHING A COUNCIL POLICY FOR ADMINISTRATIVE
APPROVAL OF BLOCK PARTIES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, for many years, the City Council has received
requests from citizens throughout the City of Chula Vista for per-
mission to close off certain streets to conduct block parties, and
WHEREAS, it has generally been the practice of the City
Council to authorize such block parties subject to investigation
and approval by the City Manager.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby establish as a policy that all
block parties are authorized insofar as the Council is concerned
subject to the approval of the City Manager, which approval may be
granted in accordance with the following guidelines:
1. A request to the City for closing of a street for a
block party will be referred to the City Manager for investigation
and approval.
2. The City Manager will determine feasibility of the
requested closing by checking with the Departments of Public Works,
Police, Fire and other affected public utility agencies.
3. The closing of a street for block parties should
pertain only to local residential streets.
4. No street shall be closed for a block party more than
once in a three-month period.
5. Any disapproval of a block party by the City Manager
can be appealed to Council under oral communications at the next
regular Council meeting.
6. The criteria for approval should relate to:
(a) The general convenience of the affected residents
on the street.
(b) Traffic safety aspects involved.
(c) Any complications with scheduled street affected
improvements such as gas, electricity, water, re-surfacing,
etc.
(d) Any unusual impact in terms of provision of refuse
collection service.
(e) Approval will be subject to all other City ordinances
and governmental restrictions.
