[ 6 ] Resolution - Establishing Policy for Approval of Change Orders by Director of Public Works Director of Public Works/City Engineer On Most projects involving the construction of improvements it becomes apparent during the course of work that certain changes must be made in the contract to obtain the finished product in its originally desired form. These changes may be necessary for a variety of reasons, including the discovery of unreported underground facilities or previously unknown sub- surface conditions, revision in line or grade to satisfy some changed condition, correction of some omission in the project plans or specifi- cations, or revising the project limits, pay quantities or length of time allowed for completion of the project. Some of these items are sufficiently important to warrant the attention of the City Council. Generally, however, the changes are of a minor nature which do not change the scope of the project or in any way affect the public health, safety and welfare. It is suggested that delegating the authority to approve these minor changes to the Director of Public Works would result in significantly expediting these projects and would simultaneously relieve the City Council of the task of reviewing changes of little consequence as a matter of form. Department Head Recommendation: That the City Council establish a policy delegating limited authority for approval of change orders to the Director of Public Works. All change orders must be processed in accordance with applicable project specifications. 2. No single change order shall increase or decrease the original contract amount by more than $1,000. 3. The aggregate of all change orders, including those for differences between estimated and actual quantities, shall not increase the contract amount by more than the percentage amount specified below: Original Contract Range Up to $100,000 $100,000 to $1,000,000 More than $1,000,000 Maximum Aggregate Percentage Increase 100 50 20 4. All change orders involving: a. changing the scope of the project; b. increases of contract amounts greater than outlined above; c. increases in time allowed for completion of project, or d. con- cerning aspects involving the public health, safety or welfare, shall be submitted to the City Council for consideration.
