SiIMMARY
In order to mitigate the loss of funds in the Chula Vista Putilic Librazy material budget,
The Friends of Chula Vista Library have raised funds in the amount of $45,000 as a
contribution to purchase books and materials for the library collection. Today's action
asks the City Council to appropriate the donated funds.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity,
appropriating donation from the Friends of the Chula Vista Library for librazy books and
materials, for compliance with the California Environmental Quality Act (CEQA) and
has determined that the activity is not a "Project" as defined under Section 15378 of the
State CEQA Guidelines because the activity is appropriating funds for educational
reimbursement only, therefore, pursuant to Section 15060 (c)(3) of the State CEQA
Guidelines the activity is not subject to CEQA.
RECOMMENDATION
Council adopts the resolution.

Due to the city's continuing revenue shortfall, the Chula Vista Public Library materials
budget decreased from $525,000 in FY 10-11 to $75,000 in FY 11-12. The library's book
and material collection serves a vital need for Chula Vista residents, who borrowed
almost one million items from the library in FY-11. In response to the loss of book funds,
the Friends of the Library conducted a direct mail campaign soliciting money from
community members and also stepped up their continuing efforts to sell used books at the
Civic Center Library, at the South Chula Vista Library, and through online channels, in
order to supplement the book budget, resulting in the $45,000 being considered for
appropriation today.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 18704.2 (a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Approval of this resolution will result in a one-time appropriation of $45,000 to the
Library Department books and publications budget. The Friends of the Chula Vista
Library is the source of funding; therefore, there is no fiscal impact to the City.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting this donation.

WHEREAS, the Chula Vista Public Library's book and material collection serves a vital
need for Chula Vista residents; and
WHEREAS, Chula Vista residents borrowed almost one million items fiom the library in
Fiscal Year 2011; and
WHEREAS, due to the City's revenue shortfall, the Library's materials budget decreased
from $525,000 in Fiscal Year 2010/2011 to $75,000 in Fiscal Year 2011/2012; and
WHEREAS, in order to mitigate the loss of funds in the Chula Vista Public Library
Fiscal Year 2011/2012 books and materials budget, the Friends of Chula Vista Library have
raised funds in the amount of $45,000 to contribute toward purchasing books and materials for
the library collection; and
WHEREAS, the Board of Library Trustees supports the appropriation under
consideration.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista
does hereby appropriate $45,000 raised by the Friends of Chula Vista Library to the Library
Department books and publications budget.
