RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA SUPPORTING THE IMPOSITION OF THE
PENALTY OF LIFE IMPRISONMENT FOR THOSE
CONVICTED OF SELLING DEADLY DRUGS FOR PROFIT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, drug abuse has been an increasingly serious
problem, and
WHEREAS, there is a growing consensus among people
involved in law enforcement that a majority of serious crime in
this state is attributable in part to substance abuse, and
WHEREAS, the types of drugs available have become
increasingly more dangerous, and
WHEREAS, the cost to society of increased crime and
societal breakdown is unacceptable, both in terms of the economic
expenses involved and the personal destruction and personal costs
in suffering of lives to victims' families, and
WHEREAS, in light of the enormous profits to be made in
illicit drug trade, existing sentences do not provide a deterrent
adequate to protect society.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista requests that the League of California
Cities, assembled in Annual Conference in San Francisco,
October 6, 1987, support legislation to provide a penalty of life
imprisonment for those convicted of selling deadly drugs for
profit.
