RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA URGING THE COUNTY BOARD OF SUPERVISORS TO
PLACE A ONE-YEAR MORATORIUM ON THE CONSOLIDATION
OF ANY FIRE DISTRICTS WITH ANY OTHER DISTRICTS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, there is presently pending a proposed reorgani-
zation affecting the Bonita-Sunnyside Fire Protection District
and the Otay Municipal Water District whereby the fire district
would be dissolved and the territory incorporated in the Otay Water
District and fire service would be provided through a special im-
provement district, and
WHEREAS, the City of Chula Vista has a direct concern and
interest in said reorganization for two primary reasons:
1. The City of Chula Vista has a contractual arrangement
with the Bonita-Sunnyside Fire Protection District to
provide fire protection for certain areas of the City of
Chula Vista which had previously been located in the
fire district prior to annexation to the City of Chula
Vista, and
2. The City of Chula Vista, along with several other
agencies providing fire protection in the South Bay
area including National City, Lower Sweetwater, Bonita-
Sunnyside and Montgomery, are currently engaged in a
study contemplating the possibilities of consolidation
of all of the fire fighting services within the geo-
graphic area commonly referred to as the South Bay
region.

WHEREAS, it is imperative that the City of Chula Vista
be assured of continued fire protection services from the facilities
presently operated by the Bonita-Sunnyside Fire Protection District
and that that service continue at the same level, and
WHEREAS, the fire study being undertaken, specifically
recommends that a moratorium be imposed upon the formation of any
new fire districts or any reorganizations until said study has been
completed, states: "That LAFCO not approve the formation of any
new fire districts nor activate the latent fire protection powers
of agencies that are not currently providing fire protection".
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby urge the Board of Supervisors
to declare a moratorium on any reorganization involving any fire
districts in the South Bay area for a period of one year in order
to allow the completion of the study presently being undertaken to
determine the best methods for maintaining and improving the level
of fire protection afforded the people in the South Bay area.
BE IT FURTHEP. RESOLVED that the City Clerk of the City of
Chula Vista be, and she is hereby authorized and directed to forward
a certified copy of this resolution to Supervisor Jack Walsh, Chair-
man and representative of the South Bay area on the Board of Super-
visors and to all other members of the Board of Supervisors.
