RESOLUTION NO. 6779
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING THE ''T'EN'TATIVE MAP OF A SUBDIVISION I'O BE KNOWN
AS RANCHO ROBINHOOD
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Commission of the City of Chula Vista
has heretofore approved that certain tentative map of a subdivision to
be known as RANCHO ROBINHOOD
and has recommended that the City Council approve said tentative map
subject to the conditions as recommended in their letter dated the
22nd day of February 1973 a copy of which is attached
hereto and by this reference made a part hereof, the same as though
fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby approve said tenta-
tive subdivision map in accordance with the recommendations of the
Planning Commission of the City of Chula Vista,

Subject: Request for approval of tentative subdivision map of
Rancho Robinhood
Following the adoption of the City of Chula Vista's Environmental Impact
Report for the project of Rancho Robinhood on February 21, 1973 (Resolution
EIR-73-2), the City Planning Commission reviewed the tentative subdivision
map for Rancho Robinhood. This subdivision contains 114 single family lots
on approximately 68 acres of a 73 acre site located south of Allen School
Lane, west of Otay Lakes Road. A 5 acre parcel adjacent to Allen School
will be reserved fora public park site.
The Planning Commission recommends approval of this tentative map subject
to the following conditions:
1. Prior to the issuance of building permits the applicant shall comply
with Council Resolutions #6140 and #6671 relating to public facilities.
2. The design of the decorative block wall adjacent to Otay Lakes Road and
Allen School Lane shall be subject to staff approval; it shall use two or
more materials and/or colors to break up its length. The wall shall be
located at the top of the 2:1 slope along lots 1 - 9 and 23 -34. A transi-
tion to a lower level on lot 38 may be used.
3. All existing utilities shall be undergrounded.
4. An open space easement prohibiting the construction of any structures or
fences and allowing access for installation and maintenance of landscaping
and irrigation systems shall be granted over the natural slopes, adjoining
manmade slopes, and certain other manmade slopes that have a high public
visibility, or slopes that may cause a maintenance problem.
5. The applicant shall leave all manufactured slopes within the proposed
public park area at 4:1 or flatter.

6. The subdivider shall request the City Council to form an Open Space
Acquisition, Development and Maintenance District covering this subdivision
to develop and maintain the following:
a. The slope area adjacent to Otay Lakes Road and Allen School Lane.
b. The areas covered by open space easement specified in condition #4.
7. Landscaping and irrigation shall conform to the following standards:
a. Complete landscaping and irrigation plans with related specifications
including construction techniques, maintenance, and guarantees, shall be
submitted and approved by the City Landscape Planner prior to the record-
ing of any final subdivision map, and before any grading permit has been
issued.
b. All landscaping and irrigation systems for manmade slope areas shall
be installed within thirty days after grading is completed except that
the requirement shall be postponed for any lots that have been issued
building permits until thirty days after final inspection. In cases of
partial development, the developer may request in writing to the Zoning
Administrator, within fifteen days after grading is completed, for
deferral for all or part of the remaining areas. The developer shall
show just cause for such deferral and shall indicate the estimated time
of completion of the landscaping for the remaining area.
c. All landscaping shall be maintained by the contractor or developer
fora period of 90 days; this to include seeded areas, cuttings, plants,
shrubs, and trees, which shall be replaced if seeds fail to germinate
or if plants fail to grow.
d. Planting standards, soil preparation, fertilization, and weed control
shall be in conformance with the City of Chula Vista Landscape Manual.
e. Manmade 6:1 or steeper slopes, shall utilize fine leaf ice plant,
such as mesembriantheum croceum or rosea. Substitutes or alternatives
may be considered by the City Landscape Planner subject to the submission
of complete specifications. Plant cuttings shall be tip cuttings and not
lateral cuttings and not less than six inches in length. Cuttings shall
be staggered and spaced a maximum of twelve inches on center.
f. Slopes greater than six feet in vertical height shall be planted, in
addition to the requirements listed in paragraph (e) above, with one
shrub or tree (minimum 1 gal.) per 100 sq, ft. of slope area. These
shrubs or trees are to be selected by a Landscape Architect for aesthetic
value as well as deep rooting qualities.
g. Excepting those areas covered by the open space easement, all slopes
higher than six feet shall be irrigated by sprinkler systern controlled by
a valve located on the lot to be sprinkled.

h. The subdivider shall provide landscaping and irrigation plans and
specifications for the natural slope area throughout the subdivision.
These plans shall be implemented by the Open Space Acquisition, Develop-
ment and Maintenance District.
8. All manmade slopes shall be blended into the natural topography by the
utilization of:
a. Rounded top of slopes.
b. 100' radius of horizontal manmade contours into natural contours,
wherever possible.
c. UJhere highly visible, rounded toe of slopes.
9. Easterly subdivision boundary shall be on ultimate centerline of Otay
Lakes Road.
10. The following conditions required by the Director of Public ~~Jorks:
A. GENERAL CONDITIONS:
(1) All work within public right of way shall be done in accordance
with the ordinances, resolutions, standard specifications and standard
drawings of the City of Chula Vista.

(3) Specific methods of handling storm drainage are subject to
detailed approval by the City Engineer at time of submission of improvement
plans.
(4) Residential and residential collector streets shall be designed
for a 5' dry lane on each side of the street centerline. Drainage facilities
shall be provided for any additional flow.
(5) Lots shall be graded so that drainage flows toward streets.
(6) Evidence shall be provided of having obtained slope rights where
required.
(7) Easements necessary for off-site construction shall be obtained by
developer.

(8) Maximum distance between sewer manholes shall be 400 feet.
(9) The permanent end of a sewer (cul-de-sacs, etc.) shall end with a
manhole if the distance exceeds 200 feet or if the sewer grade exceeds 7%.
(10) Street lights shall be furnished and installed in the type and
number approved by the City Engineer.
(11) The developer shall furnish the City Engineer with the results
of C.B.R. tests performed by a registered civil engineer whose primary
professional activity is performing such tests, in the number and at such
locations and times determined by the City Engineer. The City Engineer
will determine the structural street sections of streets based on these
tests.
(12) All utilities shall be underground; easements shall be provided
as necessary.
(13) The subdivision boundary shall be tied to the Lambert projection
for California coordinate system Zone UI. This shall be accomplished by
tying the subdivision boundary to a minimum of two established horizontal
control monuments on file in the office of the City Engineer. This require-
ment may be waived by the City Engineer upon receipt of a written request.
(14) Water system shall be installed in accordance with the standards
of the California American Water Company and shall be maintained and
operated by said company.
(15) Other utilities:
Sewer - City of Chula Vista (8" V.C.P. minimum lines)
Gas & Electric - San Diego Gas & Electric Company
Telephone - Pacific Telephone and Telegraph Company
B. SPECIFIC CONDITIONS:
(1) Drainage culvert along Otay Lakes Road shall be extended to north
side of Allen School Lane.
(2) Streets with grades of 12% or more shall require P.C.C. paving.
(3) The southerly 28 feet of Allen School Lane shall be fully improved.
(4) The developer shall be responsible for full improvements west of the
center line of Otay Lakes Road, to include the following: Paving, curb and
gutter, and 6 feet of approved graded area between the face of curb and the
property line.
(5) Sidewalks will not be required on Otay Lakes Road and on the south
side of "B" Street (Lot 115). The developer is encouraged to use textured
or colored sidewalks which are appropriate to the development.

(6) The following sewer assessments shall be paid:
(a) Spring Valley Outfall Assessment of $130 per acre per
gross area within the subdivision,
(b) Otay Lakes Road Sewer Assessment of $111,73 per acre
gross area.

WHEREAS, a Draft Environmental Impact f~eport was filed by Robinhood
Homes, Inc. on the 9th day of Janu-±ry, 1973, and
WHEREAS, Robinhood Homes, Inc. requested consideration of the Draft
Environmental Impact Report as the City of Chula Vista's Environmental
Impact Report in the consideration of a tentative subdivision reap and a
precise plan for the project area reducing minimum lot sizes while maintaining
an overall density in conformance with existing zoning of the property, and
WHEREAS,said Draft Environmental Impact Report was posted and available
for public scrutiny and review fora period of twenty working days, and
WHEREAS, the Planning Commission set the time and place fora Bearing
to consider said Environmental Impact Report, and notice of said hearing,
together with its purpose, was given by the publication in a newspaper of
general circulation in the City at least 10 days prior to the date of said
hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
February 21, 1973, in the Council Chamber, Civic Center, 276 Fourth Avenue,
before the Planning Commission and said hearing was thereafter closed.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
From the facts presented to the Commission, the Commission finds that, in
accordance with the Environmental Quality Act of 1970, said Draft Environmental
Report of Robinhood Homes, Inc. on a tentative subdivision map and precise plan
fora project located north of Allen School Lane, to the west of Otay Lakes
Road, consisting of 73.4 acres of which 26.7 acres will be used for residential
lots, 12.1 acres will be utilized for public streets, 30 acres reserved for
permanent open space, and 4.6 acres reserved for park purposes, is hereby adopted
as the City of Chula Vista's Environmental Impact Report on said subdivision
map and precise plan, with the inclusion of the minutes of the public hearing as
Appendix D of the report.
